Abstract:	本篇關於「澳門政府與傳統社團合作救災模式研究---以「八二三風災」救助為例」的論文，以一個較為全新的視角且前人較少關注的層面出發。從澳門政府與傳統社團各自應對災害應急機制上的現狀以及不足之處，為切入點，結合研究的背景展開整合此篇論文。另外整合回歸前後澳門政府與傳統社團間的關係演變加以分析，令整個澳門政府與傳統社團間的互動及制度架構更加清晰詳細。再進一步結合澳門本土實際情況，得出較為創新且適用於澳門政府與傳統社團共同構建災害合作機制的修改方式，以供參考。落實到最為核心的有效災害應急層面上，闡述如何有效利用所得出的澳門政府與傳統社團新合作模式的應用與實際操作。最後進行回顧總結，將本篇論文研究的發現總結整理出新的建議，提供參考。 This essay would base on an innovation perspective, to discuss about “Research on establishment of disaster cooperation: between Macau Government and the traditional society organizations as example”. The background of the essay would start with an analysis of the status quo and deficiency on Disaster Response Mechanism of the Macau government and the traditional society organizations, as well as a combination on an analysis of relationship evolution between Macau government and the traditional society organizations, as to sort out the interaction and institutional framework between them before and after the return to China.
