本研究以歐盟推動數位經濟產業人才之架構「歐洲數位職能架構標準」(European e-Competence Framework 3.0)為依據,透過內容分析梳理我國人才政策與國際間異同,再運用決策實驗室分析法結合詮釋結構模式法,找出各項數位職能間交互影響程度。研究結果呈現我國ICT專家認知之核心數位職能間複雜的關聯度,有效描摹各因素間因果回饋與層級結構的重要性,藉此找出在資源有限需妥適運用前提下,發揮數位職能培育最大效益的投入方式建議。
With the rise of digital technology brings all sorts of subversion, in the industry and technology and so on, all aspects will quickly integrate. The talented person as the innovation economy is the most important foundation. How to cooperate the national development direction strengthens the talented person and the connection of industry and innovation will be the key point.
How to cultivate the multiple mixed skills to participate in the digital economy effectively will be an important task for the key competence of the future labor force. Ths study is based on "European e-competence Framework 3.0", and analyzes the similarities and differences between Taiwan's talent policy and the international community through the content analysis, then uses the "Decision Making Trial and Evaluation" and "Interpretive Structural Modeling" to find out the degree of interaction between the various digital competence.
The research results present the complex relationship between the core digital competencies of ICT experts in Taiwan, and effectively describe the importance of causal feedback and hierarchical structure among various factors, to find out the input way of developing the maximum benefit of the digital function under the precondition of the limited resource needs.
