Abstract:	近代空間規劃理論在生態永續思潮與多元主義的引導下，已開始在國土資源保育工作中納入生態保育與多元價值之考量。就系統觀點而言，如何在都市系統與環境生態系統共生的前提下考量多元價值，並以環境規劃與集體決策之理念推動國土保育，已成為永續發展潮流下國土保育工作之發展方向。因此，本研究以多元主義與環境規劃思潮為出發點，在針對台灣國土規劃體系與保育體制進行檢討後，提出一套適合台灣地區之國土保育地區劃設架構，並依此架構進行國土保育地區之劃設，且進一步提出推動中的國土保育地區之政策調整建議。 In the context of ecologically sustainable development and pluralism, ecological conservation and multi-value are clearly involved in procedures for conserving national land. From the symbiotic perspective of urban and environmental system, national conservation is concerned with pluralism, environmental planning, and group decision making. This study thus develops a framework for delineating national land conservation area and then delineates the area. Finally, areas for adjustment of the conservative policy of national land are discussed from the viewpoint of ecologically sustainable development.
