臺灣的容積獎勵制度多元,該制度訂定的主要目的是期望增加私部門投入開發意願,公部門能取得公共設施,但是在提高土地開發效益的同時,環境容受力的衝擊增加,為環境帶來許多負面的影響,該制度施行至今已三十餘年,雖然開發市場廣為接受,但由於臺灣南北土地價值差異,及後續管理維護成效不彰,使容積獎勵制度仍然存著許多的問題。本研究藉由國內外相關容積獎勵研究及文獻歸納後,研提環境公益性指標,以容受力、開放性、經濟效益、民眾觀感、社會成本及必要性等六項指標,以專家學者問卷方式調查,並藉由重要性-表現績效分析法(IPA)分析各指標的重要性及滿意度成果。再利用「臺北好好看系列二」計畫之三處基地,以民眾滿意度問卷調查,瞭解民眾對於容積獎勵制度之觀感,並透過深度訪談瞭解該計畫推動過程與現行容積獎勵制度所遭遇之困難等,檢視「臺北好好看」系列二容積獎勵執行成果,及其對整體環境與永續發展所造成的影響。
本研究發現,由於都市的環境容受力有限,且都市環境是相當複雜且多變的,因此對於容積獎勵總量的控管是相當重要的,經本研究歸納發現臺灣在容積獎勵制度上仍有一些課題與待解決問題,包含容積獎勵制度缺乏上位指導計畫、獎勵條件應確保具有公益性、應有因地制宜的差異性、應訂定額度上限及應訂定一套管理機制檢驗容積獎勵後續執行等,本研究期望後續容積獎勵制度能提升環境公益性,並更能符合政策的預期目標,達到提升地區環境品質的目的。
The zoning bonuses institution of Taiwan is multiple. The main purpose of the institution not only expects to increase the development intention of private sector but lets the public sector acquire the public infrastructure. Improving the land development efficiency increases the impact of environmental capacity and negative influences at the same time. Although this institution has been implemented for over thirty years, it is widely accepted by the real estate market. Because of the land value differences of Taiwan and the maintenance efficiency failures, the zoning bonuses institution remains lots of problems. According to the literature concerning zoning bonuses and associated reviews, six indicators were classified including capacity, openness, economic benefits, people perception, social costs and necessity. Meanwhile, a questionnaire survey of Importance-Performance Analysis (IPA) was carried out to analyze the importance and satisfaction of each indicator. After that, a people satisfaction survey was carried out to understand the people perception of the zoning bonuses of the 3 construction sites among Taipei Beautiful Series II. In-depth interviews and discussions concerning the process and the difficulties of the current zoning bonuses institution were also carried out to review the consequence of the zoning bonuses of Taipei Beautiful Series II and its influence to the whole environment and the sustainable development. The study found that because of the limitation of the urban environmental capacity, it is very important to control the amount of the zoning bonuses. However, the urban environment is so complicated and changing that we should take the factors including economic development, people perception and social costs… in consider.
Therefore, this study concludes that there are still some issues and problems requiring attention while developing the zoning bonuses institution including the lack of a management plan, the criteria meet the public interest and suit the local conditions, set out the upper limit of the bonuses and a management mechanism to review subsequent implementation. This study expects to offer the follow up zoning bonuses institution of Taiwan to improve its public interest of environment and meet its expected targets to reach the goal of improving the environmental quality.
