    Abstract: 兩岸發展皆從農業社會轉型為工商業經濟社會,期間帶動產業和社會結構改變,大幅提升經濟實力及生活品質,但隨著經濟快速成長、人口增長、大型建設遽增、機動車輛使用頻繁及能源消耗累增,兩岸在不同時期都面臨環境沈重負荷及自然環境破壞,不僅已危害人民健康,長期更將影響社會之永續發展。因此,兩岸環境污染改善工作刻不容緩,本文擬從兩岸在不同環境負荷及經濟發展前提下,探討個別所規劃設計並推動之空氣、水資源、廢棄物及環境影響評估等環境管理策略,分析其推動現況及改善成效,解構比較兩岸面臨環境改善問題與挑戰,共同尋求空氣、水資源及廢棄物各方面可落實且循序漸進之污染改善策略;如空氣之細懸浮微粒(PM_(2.5))污染,水資源之流域自淨能力,廢棄物流向管理及再利用等策略,尋求兩岸合作契機,創造美好環境品質。
    The economy of both Cross Strait regions has transformed from agriculture-oriented to manufacture and business-oriented ones. The process has brought up industrial and social structural transformation as well as escalation of living quality and economy growth. Rapid growth in the economy, population size, infrastructure, vehicle usage and energy consumption have imposed tremendous burden to the environment for both cross strait regions. This not only deteriorates health condition of human being, but also exacerbates the potential of sustainable development of the society. Therefore, the necessity of environmental quality improvement for both the Cross Strait region is strong. This article aims at analyzing respective current condition of various environment management strategies including air quality, water resource, waste management and environmental impact assessment and comparing the common challenges confronted by both cross strait regions subject to different level of environmental burden and economic development, followed by providing viable and orderly pollution improvement strategies in the field of PM2.5 control, capacity building of stream self-purification, reuse and flow management strategies of solid wastes.
