Abstract:	在追求「公平原則」之平均地權土地制度下，仍然產生諸多有關土地開發之公平問題，顯然社會對「公平原則」之認知有所差距，平均地權制度下之「公平原則」意旨為何？則在此混沌之現實狀況下，實有進一步探索之必要。爰此，本文乃就公平原則之評估基準與平均地權之「公平」思想，予以評析比較，期能確立平均地權土地制度「公平原則」之基準，以利未來解決土地相關課題之參酌。
