    Abstract: 綜觀台灣的災害特性與全球趨勢一致,係以水文氣象災害為主,根據近年來的災害統計(水災、坡地、旱災)分析,台灣的災害次數增加且災害特性改變(近年來多屬水土複合型災害),災害程度也有加劇(災害損失增加與牽涉層面變廣)的現象,而其中土地利用與環境變遷也是導致災害更為嚴重的重要因素。早期台灣係以農業為主要發展型態,其土地利用具有較高的回復力,且對於環境災害的應變具有較強的韌性(Resilience) ,但隨著工業化轉型,近年台灣西部沿海地區亦朝向都市化迅速發展,雖然成功帶動當代經濟與創造地區就業機會,但在開發建設過程中,不僅耗盡環境資源,同時更也造成嚴重土地污染問題,而在都市規劃中則遺忘過往對環境所造成的破壞,早已成為不可逆的現象,如地下水問題與土壤液化所造成地層下陷嚴重,以致海平面上升與急降雨同時,水面便會高於部分地盤,導致低窪地區無法有效自然重力排水,而造成洪水滯留與混合,進而產生土地鹽化等問題,也因此造成許多土地處於閒置狀態。故若在極力改善都市環境的同時,而忽略上述立即性危害,將大為降低土地與環境對災害的調適能力 ,勢必成為日後一大隱憂,更未能達到土地有效治理目標。 爰此,本計畫借鏡國內、外成功案例與文獻,擬以模糊德爾菲法(Fuzzy Delphi Method, FDM)初步建立評估面向與機制、續以分析網絡程序法(Analytic Network Process, ANP),並導入灰色規劃模式運算,以Grey-ANP分析方法,計算各項指標之灰色權重,據以建立一套可操作評估機制,以妥善考量污染整治後公有(營)閒置土地做為滯洪規劃再利用,以期創造更高的環境附加價值,並以此因應上述前瞻性議題,來達到完善的區域排水滯洪與土地活化等多目標需求,藉此使公有(營)閒置土地再利用成為防災與永續發展巨大的助力,以作為有別於傳統發展模式之契機,亦為本研究計畫之宗旨。

Early Taiwan-based agriculture as the main development patterns, land-use has a high restoring force, and the strain has a strong environmental disasters Resilience, but with the industrial restructuring in recent years, Taiwan's western coastal areas also facing rapid development of urbanization Although driven by the success of the contemporary economy and create regional employment opportunities, but in the development and construction process, not only depletion of environmental resources, but also cause more serious land pollution problems in urban planning in the forgotten past damage to the environment caused by the pair, already become irreversible phenomena such as groundwater problems and soil liquefaction caused serious land subsidence, sea level rise and that at the same time anxious rainfall, the water will be higher than the part of the site, resulting in low-lying areas can not be effective natural gravity drainage, flooding caused by the mixing residence, and produce land salinization and other issues, and this resulted in much of the land is idle. So if at the same time trying to improve the urban environment, while ignoring the above immediate harm, will greatly reduce the land and environment disasters adaptability, it is bound to become a major worry in the future, but failed to achieve effective land management objectives. Therefore, this project learn from domestic and foreign success stories and literature, intended to Fuzzy Delphi Method (FDM) for preliminary assessment and to establish mechanisms, continued to Analytic Network Process (ANP), and import the gray mode operation plan to Grey-ANP analysis the method of calculation of the indicators of heavy gray right, according to operational assessments to establish a mechanism to properly consider the public as the detention of idle land reuse plan, in order to create higher value-added environment, and after the remediation as a result of the above should Forward-looking issues, to achieve the perfect area land drainage detention and activation of multiple target requirements, whereby the re-use of public vacant land become a huge boost disaster prevention and sustainable development, as different from the traditional model of development opportunity, also The purpose of this research project.
