    Abstract: 以教育部2002年出版的《媒體素養教育政策白皮書》為基礎,本文以脈絡性的方法(contextual approach)將臺灣的媒體識讀/素養教育重新放入臺灣近代的社會、文化、與政經脈絡中檢視,探討臺灣在媒體識讀教育承接的歷史辨證方向,以及在文化及政治上與目前媒體素養教育政策相映出的連接點。要改革臺灣目前的媒體環境,除了媒體公領域的拓展,也必須讓媒體組織經營的資訊更為透明化,培養在政經制度上具有批判性思考的公民,透過參與的公民關係建立,讓政治的民主化更進一步推展到媒體的民主化。
    This paper uses a contextual approach to understand Taiwan's media literacy education movement and policy as a meaningful continuity of this island's long time struggle for both civil democracy and its cultural identity as a distinctive but an ethnic plural, multi-cultural collectivity. Under the highlights of two contexts, the context of communication process and the more in-depth context of political economy and history, the media literacy polity of Taiwan as a specific locality and collectivity can signify the dialectical historical trajectory the policy both originated and will project. In the case of Taiwanese media literacy movement and policy, the on-going achievement and obstacles to overcome will be to re-vigorate its cultural heterogeneity and the on-going media democracy that will hopefully develop into an alternative model of a more public-oriented media with less ideological manipulation, commercialism and market concentration.
