Abstract:	隨著世界人口結構的改變，韓國及台灣正面臨著人口老化不可避免的趨勢，而近年來兩國老人失能及失智人口快速增加，在推動老人長期照護之政策方向、發展背景、社會整體發展等，韓國與台灣有許多相同之處，但在實際政策面上仍有差異，因此本論文探討了韓國與台灣其發展過程，將韓國的執行政策加以探討。本研究透過了兩國之論文、文獻運用、期刊、國際論壇資料，以及國會預算政策報告等資料，將兩國之發展過程及政策作分析比較。韓國長期照護財源是以社會保險的方式徵收，且已執行多年，藉此可成為台灣之借鏡；而台灣在長期照護多元照護社會體系，亦是韓國可以學習的方向。 Korea and Taiwan are both facing the unavoidable population aging problems along with the changing on the world population structure, besides, the disabled and Alzheimer's populations increase dramatically in both countries. There are many similarities between two countries' Long-Term Care Insurance, such as policy promoting, political developing background and overall social development. However, there are discrepancies on actual policy, therefore this study not only investigated on the developments of Korea and Taiwan, but also analyzed implementation policy of Korea. This study referred to the information from treatises, literature collections, journals, international forums congressional budget policy reports in order to analyze and compare the development processes and policies between two countries. The economic sources of Korean's Long-Term Care Insurance are from the social insurance and has been implemented for many years, which Taiwan can refer and adopt. On the other hand, the diversified social caring system of Taiwan's Long-Term Care Insurance can also be the improving directions of Korea.
