| 摘要: | 台灣的活化休耕農地政策，自我國91年元月1日成為世界貿易組織(WTO)的會員，推動稻作單一期作化，另一期作生態維護或地利保育。民國98年國際糧食供應不穩定及價格上漲，調整計畫請農民改種玉米、小麥等進口作物，於同年實施「小地主大佃農」鼓勵承租農地擴大種植經營規模及提高效率，100年推動「稻田多元利用計畫」，但發展困境是耕地零碎化、農業人口高齡、農業兼業化、缺乏經營銷售能力、國際競爭力不足等種種困難，都是急需解決的課題。
本研究本研究從人、土地、產業三面規劃「活化休耕農地改革方案」:「魚菜共生」為食農型社會企業活化休耕農地的方案，強調食物安全、友善土地、社會企業商業獲利模式，使農業專業化，省時、省力及省電。
本研究計畫訪談魚菜共生案例，以具體可行型性及配套做研究分析，提升食農型社會企業對活化休耕農地之可行性，運用魚菜共生系統之產品，推廣至上市櫃企業團膳，讓企業落實企業社會責任，並提供苗栗縣通霄鎮活化休耕農地一項解決方案。
In Taiwan, the policy of activation fallow field has been introduced as Taiwan becomes the member of World Trade Organization (WTO) in 2002. The government promotes one time harvest in a year and the remaining time for field conservation and ecology protection.
In 2009, in order to resolve the dispute caused by instability supply of food and skyrocketed food price, government urged the farmers to plant corn, wheat and import-ed crops. At the same time, government also launched the policy: “Small Land-Owners and Big Tenant Farmers,” encouraged tenant farmers to rent bigger farm, expand the scale of the growing area, hoping to reach higher efficiency. In 2011, the policy of “Field Diverse-Utilization Project” has been introduced, but it development has been limited by multi-issues, for instances, field fragmentation, aging agricultural population, poor of marketing skills, part-time farming and lack of the ability to compete interna-tionally… These are all kinds of issues needs to be solved desperately.
Based on the situation mentioned above, this research will approach the issues from three aspects: People, Land and Industry, and reactivate the fallow field by introducing innovative solution: Aquaponics. Aquaponics plays an effective role of food and Agri-cultural Social Enterprise. The solution emphasizes food safety, utilizing land friendly, fair trading and social enterprise business model, allowing agriculture commercialization, saving the energy of middle and elderly age farmers and save the electric power. The research will interview the practical cases of Aquaponics, conduct the research and analyze the data with feasible and supporting system. Hoping the research of under-standing the feasibility of “Agricultural Social Enterprise” could promote the Aquapon-ics in Tongxiao Township, Miaoli County. |
