| 摘要: | 國內就業環境和跨國人才流動趨勢，台灣今年前往海外就業人數已高達72萬4千人，但青年開拓海外就業機會之餘，卻忽略海外就業市場的危險，因此本研究以「勞動市場風險」觀點，分析青年前往海外就業過程遭遇哪些風險問題，並給予相應的就業協助，讓青年海外就業得以順利發展。
研究結果發現打工度假風險為尋職風險、勞動契約風險、勞動剝削風險、歧視風險、住宿風險、醫療風險、非法仲介風險；海外就業風險為尋職風險、簽證風險、職場文化差異、當地社會制度問題、醫療風險、一般歧視風險。
青年海外就業協助措施依上述風險分析，應提供勞動法律諮詢、集中的職缺資訊、尋職協助、仲介對於契約內容的責任義務、推展海外就業管道、當地證件申請協助，可以幫助青年在海外就業時更順利。

Therefore, this study by “the labor market risk” the theory, which risk does analyze the youth to go to the overseas employment process bitter experience, and gives the corresponding employment assistance, lets the youth be able to develop smoothly in the overseas employment.
The study found that working holiday risk is Job search risk, Labor contract risk, Labor exploitation risk, Discrimination risk, Accommodation risk, Medical risk and Illegal intermediary risk. And, overseas employment risk is Job search risk, Visa risk, Cultural differences in the workplace, The defects of the local social system, Medical risk and General discrimination risk.
In accordance with the results of the risk analysis, the government should provide assistance is labor law consultation, collect job information, employment assistance, the agency is responsible for the content of the contract, he development of overseas employment pipeline and apply for local documents, these can help young people to work abroad more smoothly. |
