Abstract:	藉由金融危機的催化，中日韓將淡化東亞合作的領導權爭論，承認東協主導地位，以加速啟動「東協10+3」機制。面對「東協10+1」乃至「東協10+3」的東亞經濟整合所帶來新的政經環境，臺灣應就「強化出口」與「擴大內需」二個面向，擬定最佳發展策略：1 .推動兩岸經貿正常化。2 .以「E C F A」開啟「全球化」的鑰匙。3.致力產業升級與創新品牌管理。4.重擬說帖，啟動FTA談判。5 .激勵國民消費信心與企業投資意願。6 .加碼臺灣基礎建設及舒適生活品質。
