Abstract:	環顧世界的經濟局勢，瞬息萬變；各國政府為了自身的利益著想，更無所不用其極地研擬許多因應的對策，以求獲得致勝的契機，故時常產生政策的不一致性以及所實行的政策往往不是經濟模型中的最適政策等問題。傳統的經濟理論很清楚地告訴我們：自由貿易是一個小型開放經濟體系中的最佳選擇。然而，看看周遭開發中國家成長的例子，往往卻以貿易保護政策取代自由貿易政策，此種矛盾的現象，比比皆是。本文嘗試解釋此一現象，遂採用一兩部門無限期動態模型。其中家計部門擁有本國貨幣與外國債券兩種資產；政府部門採用關稅政策與貨幣政策兩種政策工具。當小國的折現率與世界利率相等時，得到的結論是：無論政府援用何種政策搭配，其最適政策皆符合時間不一致性的特性。
