| 摘要: | 本文主要探討由榮民工程處嚴孝章處長所成立的榮工籃球隊之興衰，探討榮工處身為一個政府旗下的機構，如何培養出一支數一數二的籃球勁旅。在國際情勢對我國不利之情況下，政府如何藉由體育來發展國民外交，榮工籃球隊在當時正扮演相當重要的角色，多次出訪友邦，用籃球賽增進與友邦之間的交流，打下輝煌的戰績，友邦上至官員下至民眾都讚譽有加，增加我國在國際上的地位，邦誼也更加穩固，充分達成了政府給予的任務，也增添國人對政府的信心，在那個風雨飄搖的時代，用籃球運動凝聚了國人的心。
This paper discusses rise and fall of the Ret-Ser Engineering Agency basketball team established by Xiao-zhang Yan who served as the director of Ret-Ser Engineering Agency since 1959 to 1986. Sponsored by Ret-Ser Engineering Agency, this basketball team rose soundly in a special circumstance that ROC encountered unfavorable situation internationally. It had played a significant role for the Government who employed sport as an alternative access to develop foreign relations. Hence, this basketball team played many games in the foreign countries with formal diplomacy with ROC. Its marvelous winning records earned considerable applause from the officials and the public in the foreign nations that consolidated their friendship with Taiwan. In this light, this team, with wonderful performances abroad, promoted the confidence of Taiwanese for the Government to get through the tough period in the 1960s and 1970s. The history of this basketball shows firm evidence that sport not only was beneficial for diplomacy, but also had the power to make the people as a whole. |
