    Title: IPTV多螢服務發展之研究
    A Study on Developing Multi-screen Services of IPTV

    Abstract: 近年由於4G網路與行動裝置的普及,OTT TV(Over-The-Top Television)迅速成長並衝擊原來的電視產業,其核心的多螢服務改變人們收視習慣,成為全球電視業的新趨勢,有線電視業者也陸續加強網路服務,IPTV因此失去原有的優勢,面對OTT TV與有線電視的挑戰,IPTV業者急需發展相應的多螢服務來提升價值與競爭力。國外的多螢服務相較台灣更為成熟且多樣,台灣IPTV業者在多螢服務的發展上有借鏡國外經驗的必要。
    本研究採探索性研究,根據文獻探討整理出美國電視多螢服務的經驗、台灣電視多螢服務的現況以及國內外電視多螢服務的應用,並以此延伸研究架構與方法,目的在藉由訪談與問卷來了解台灣IPTV業者對於發展多螢服務之看法。
    研究結果發現,業者多數看好未來多螢服務的發展,符合消費者需求與使用便利性兩項為發展多螢服務的重點。業者的多螢節目有獨特性,但碰到的難題為頻道過少不足以吸引消費者,藉由異業合作與新載具可以滿足消費者的多元需求,服務在使用上要便利並符合消費者的習慣,透過學習其他業者的優點可以讓多螢服務更加成熟。最後提出建議,期望能作為台灣IPTV業者與未來有意加入IPTV的業者在發展多螢服務之參考。
    In recent year, rapid growth of OTT TV (Over-The-Top Television) industry has threatened the original television industry due to the popularity of 4G networks and mobile devices. Core multi-screen services of OTT TV industry change people's TV viewing habits and lead a new trend of global TV industry. Moreover, IPTV industry starts to lose its advantages based on cable TV industry that enhanced network services. Facing challenges from OTT TV and Cable TV industries, IPTV industry has to develop multi-screen services to enhance its value and competitiveness such as OTT TV. Mul-ti-screen services in the oversea are more diverse and mature than in Taiwan. The IPTV industry in Taiwan needs to learn the foreign experiences that how to provide mul-ti-screen services.
    The research is an exploratory research. According to literature review, this paper sorts out the experiences of TV multi-screen services in the USA, the status of TV mul-ti-screen services in Taiwan and domestic and foreign applications of TV multi-screen services. To extend the research structure and methods based on the information, the purpose of this paper is to understand the views of IPTV industry in Taiwan about the development of multi-screen services by interview and survey.
    In summary, IPTV industry is optimistic about the future development of mul-ti-screen services. To satisfy consumer demand and using conveniently are the main points to develop multi-screen services. Multi-screen programs of IPTV industry are unique, but the problem is that the channels are not enough to attract consumers. Dif-ferent industries’ cooperation and new devices can satisfy consumers’ demand that ser-vices are easy to use and fit for consumer habits. By learning the advantages of other businesses which relative to TV industries can make multi-screen services more mature. Finally, the study provides suggestions that can contribute different viewpoints for the IPTV industry in Taiwan and the prospective IPTV service providers which will develop multi-screen services.
