    摘要: 土地乃是當今世界不可或缺的非再生資源,然而有鑑於世界人口不斷上升,都市土地相對的開發空間也有限,如何做出最適利用,成了當今世界共同面對的難題;在氣候劇烈變遷下,永續生態的發展已經漸漸受到人們重視,而都市的發展亦從土地開發轉型為都市再生與美化,並且保存地方特色,以提升都市整體機能、重視文化地景特色及誘導社群投入地區環境改善活動,進而讓城市更加符合人民居住的基本需求與便利。台北市政府於九十五年度起,開始推行辦理都市更新整建維護工作,並且於九十九年度與一百年度持續加強電梯大樓及中低樓層建築之補助外,更積極思考擴大建物整建維護之範疇,而台灣地區屬於多烈日、地震及海洋型氣候之地區,房屋雖有防震防雨兼防曬之設計,但經年累月下,建築物外牆易受損傷,需要適時的修繕;各部位使用材料及設備會產生不同程度的性能劣化,造成原有使用性能、機能的減損與不足,因此需要修繕工程的更新或補強,才能恢復原有性能。本研究將調查台北市整維美化之實施結果,並以隨機抽樣之方式進行問卷調查。台北市的都市更新整建維護,以改善都市景觀為整建維護的推動目標,近年來已逐漸針對建築物本身之軟體與硬體部分加強,並且預計於整維美化的同時,兼顧當地居民之便利性與需求,以達民政一心的遠景。最後,期望此研究的成果與方向能夠提供未來有關政府機關決策時之參考依據。
    The land is the world's non-renewable resources indispensable today. In the viewing of the world's population, however, is rising relative development of urban land space. It has become the common problems of the world faced by how to make optimal use of limited today. The dramatic changes in the climate, sustainable ecological development has gradually gained much attention from space and urban development has transformed from land development to urban renewal and beautification. It hopes to save local characteristics in order to enhance the city's overall function. It has great importance to the cultural landscape features and induce the community to invest in environmental improvement activities. Thus, it makes the city more in line with the basic needs of the people living with the convenience. In 2006, the Taipei City Government launched to handle the rebuilding of urban renewal for renovation and maintenance work. In 2000 and 2001, it continued to strengthen the elevator building and in the expansion of the scope of building renovation and maintenance. And various parts of Taiwan belong to many intense sunny days, earthquakes and maritime climate of the region. Although housing comes with shock, rain and sun preventing design, but the external wall of building trade is injured over months and years. It needs to repair timely for material and equipment which will produce different degrees of performance deterioration. The results of original performance, functional impairment and insufficient etc al. need renovation, maintenance renewal and reinforcement. In order to restore the original performance, this study is going to investigate the implement renovation and maintenance renewal dimension results of Taipei City. Besides, it conducts a questionnaire survey with a random way. The Taipei City's urban renewal for renovation and maintenance will improve the urban landscape to promote the goal of renovation and maintenance. Recently, it has gradually aimed at strengthening the software and hardware parts of the building itself. It also has expected to combine the convenience and needs of the local residents in the renovation and beautification landscaping to achieve the vision of government and people could come together. Finally, the study expects the outcomes of this study can direct and provide a considerable reference for government authorities in future decisions making.
