Abstract:	為提出符合目前社會現況之近期缺電成本，作為台電公司長期投資效益評估與訂定經營策略參考，本研究藉由用戶調查取得相關資料，估算不同用電特性之用戶之缺電成本，並利用間接次級資料，以線性規劃-投入產出模型評估整體經濟之缺電成本。其中問卷調查法方面根據問卷調查結果，分別從各區域(北、中、南、東)與各超高壓變電所等不同角度估算不同類型的缺電成本，因此本研究提供多種缺電成本估算結果，供輸變電計畫、電源開發計畫與配電計畫等，視投資計畫解決之停電特性參考應用，以評估電力設備投資效益。
