Abstract:	我國不生產小麥，麵粉業所需之小麥原料，多數均仰賴進口。又因為國內麵粉廠規模有限，且家數眾多，不可能單獨進口小麥，需仰賴多家合船採購，以達到經濟規模，因此，短期內公平會恐需繼續准許業者合船採購，而中期政策則為透過一段以分組採購為主流的過渡時期，使國內麵粉業回歸正常經營的軌道，而長期政策則為全面檢討刪除聯合進口規定。 Since Taiwan does not produce any wheat, the flour producers have to import wheat form abroad and must pay high transportation costs. Generally speaking, the scale economy of wheat import is far above the need of any single flour firm. Thus, it is imperative for TFTC to allow flour firms to procure and ship wheat jointly. For the medium term, it is suggested that the flour firms be divided into several subgroups to procure the wheat so as to ensure market competition. For the long term, this paper proposes that the deletion of the import cartel exemption provision and the addition of the joint-procurement regime for small and medium undertakings be considered.
