本文以華北氏族建立夏朝的過程,檢驗晚近雷克與福山之說,以利探索「全球治理」和「中國崛起」議題。雷克強調各國往往會自願交出部分主權,換取安全與經濟利益。這與夏朝建立前之華北主要氏族的行為相同,可能成為邁向全球治理的途徑。福山則認為,戰爭壓力是古代華人很早便創造出政府的原因。然而,夏朝的建立是要因應水患而非戰爭壓力,追求環境安全而非軍事安全。
In order to explore the issues of "global governance" and "the rise of China," this paper examines Lake's and Fukuyama's latest contentions in the light of ancient Chinese history. Lake claims that nations often sacrifice partial sovereignty for security and economic interests. Ancient Chinese clans did the same to establish the Xia Dynasty. Thus, this research confirms Lake's argument as a potential way toward global governance. Fukuyama believes that the ancient Chinese created states so early owing to the pressures of war. However, Chinese clans built the Xia Dynasty in response to the pressure of floods rather than war, for environmental security rather than military security.
