摘要: | 行政院於1996年成立「永續發展委員會」以來,綠建築政策已成為台灣營建業追求永續發展之重點,內政部建築研究所亦於1999年開始推廣綠建築標章制度,並以公有建築為率先示範,以利綠建築之全面發展。惟截至目前,對民間建築物並未強制規範,對於綠建築之使用與管理維護機制更是闕如。
本研究首先整理綠建築理念之演進、國內標章推展於公有綠建築實施現況,其次,以綠建築標章觀點探討建築之使用與管理維護,並選擇具有綠建築標章指標之台北市立圖書館北投分館作為研究對象,針對綠建築之使用與管理維護事項,包括:北投圖書館的管理者及使用者對圖書館綠建築標章的瞭解程度、建築物設施管理維護現況、問題及議題等,進行實證調查與分析。最後,針對未來國內推展公有綠建築之建築物設施管理維護提出具體課題與對策,包括:建立良善之建築物管理維護系統、公有綠建築之推廣及透過事前詳細的規劃,事後嚴格的管控,完全發揮建築物價值等,俾作為日後公部門推展公有綠建築圖書館及改善舊有的圖書館整修等之發展策略之參考依據。
Since the Executive Yuan in Taiwan established the Council for Sustainable Development in 1996, green building policies have become the focal point of domestic construction industries in pursuing sustainable development. The Architecture and Building Research Institute, Ministry of the Interior, Taiwan also began promoting the green building labeling system in 1999 and pioneered the demonstration of the concept by using public buildings to facilitate the comprehensive development of green buildings (Architecture and Building Research Institute 2009a). Presently, private buildings are not strictly regulated; a mechanism for the use, management, and maintenance of public green buildings. Based on the andysis of the Taipei Public Library Beitou Branch ,a mechanism for the use, management, and maintenance of public green building is proposed in this paper.
In addition, public buildings were the first demonstrations that facilitated the comprehensive development of green buildings. However, there are currently no mandatory norms for private buildings, while mechanisms for the use, management, and maintenance of green buildings remain scarce. In this study, green building evolution was targeted, and label data were compiled on domestic public green buildings. The use, management, and maintenance of buildings were then explored from the perspective of the green building label. Additionally, Taipei Public Library (Beitou Branch) with its green building label was adopted as the case study. The use, management, and maintenance of a green building like Taipei Public Library (Beitou Branch) were targeted to empirically investigate and analyze the managers’ and users degree of understanding of the green building label for libraries and the current problems and issues in the management and maintenance of green building facilities. Finally, specific issues and strategies were proposed for the management and maintenance of future public green buildings and to serve as a reference for public agencies when they are promoting public green libraries and improving and renovating exiting libraries. |
