摘要:	隨著中產階級的消失，社會階級逐漸往兩端M型化的趨勢走。貧窮的增加，讓社會問題也層出不窮。如何減少貧窮人口，降低社會問題發生，為各國政府刻不容緩的難題。本論文以2011年至2014年桃園縣推動之「二代脫貧」方案為標的，探討並分析脫貧方案的發展脈絡、脫貧方案的執行情形及方案執行之成效與困境。並運用文獻分析法、質性分析及統計分析等方式進行文獻的探討與分析。本研究結論二代脫貧方案能累積第二代子女的人力資本，而非經濟脫貧。實施二代脫貧核心價值是給予這些經濟弱勢的青少年和其家庭一個自我投資機會，而開拓其視野，改變思想，編織未來之夢。 With the disappearance of the middle class, the social class trends between the two ends, to a M-sharped curve. Increasing poverty led to social problems endless. How to reduce poverty and reduce social problems is government’s urgent problem. In this thesis, we used "second generation poverty alleviation program" from 2011 to 2014 performed by the Taoyuan County as study subjects, and aimed to explore and analyze the development context of poverty alleviation programs, and the effectiveness of the implementation of the plight of the cases and programs of poverty alleviation programs. We investigated the literature through literature analysis, qualitative analysis and statistical analysis approach. The findings revealed that second generation of poverty alleviation programs accumulated second-generation children's labor capital, rather than finances-aids. The core values of the implementation of poverty alleviation for second-generation poverty are to give economically disadvantaged youths and their families a chance to invest in themselves to open up their visions, to think difference, and to weave a dream.
