The Russian and China telecommunication markets are two of the biggest in the world with the number of contributions approaching 230 million and 1.01 billion subscriber. Several mobile network operators offer services, although the market is led by four major operators (MTS, VimpelCom, Tele2 Russia and MegaFon) in Russia and three state-run businesses in China (China Telecom, China Unicom and China Mobile). This study adopts the dynamic data envelopment analysis model to measure the efficiency of the telecommunications industry in the Russia and China from 2008 to 2013. The empirical results show the telecommunication companies’ efficient operation is getting decrease from 2009 to 2013. The inefficient operation for telecommunication companies both Russia and China are getting increase from 2009 to 2013. There are four small size corporations which based on their total asset have achieved efficiency score 1 and only two large size companies achieved this result. It indicates that the small size telecommunication company has better business performance than large one. Especially these bench marking companies are not state-run businesses. Telecommunication policy maker may consider to allowed foreign and private operator to access telecommunication market to improve the efficiency.
