我國自2002年行政院文化部首要推廣在於文化國力的培養與提升,公民的文化參與是形塑社會凝聚力的根本。文化遺產需要保存,歷史記憶需要活化,民主的價值需要維護,開放的態度、自由的精神、多元的風氣,需要開發與堅守。文化創意產業必須將文化思維注入產業操作,同時普及文化工作者對產業操作及經營的認識,如何媒合文化創意及經濟產業平台,如何開拓文化市場、培育人才、建立機制,如何以文化產業進行全球佈局,是以文化的經濟力厚植國力的一個重要環節。因此在政策上區分為四個主要基本目標:1. 公民文化權的全面落實2. 美學環境的創造3. 文化價值的維護與建立4. 創意產業競爭力的提升。我國文化創意產業較重視影視傳播文化,為利美容藝術之文化創意產業之推廣,本研究以選取對象為在台灣美容藝術產業中,工作年資達五年以上並熟悉此領域之台灣15位專家進行網絡分析法要素之權重分析之研究專訪,為其訂做問券設計,以檢視台灣美容藝術產業中之優勢與劣勢,及其對文化創意之未來發展的想法。探討差異取其關鍵成功因素為本研究主要目的,了解專家如何面對美容藝術文化創意產業發展之看法,以及利用管理面之分析歸納出台灣美容藝術文化創意產業之發展現況。
