    Title: 透過競標排班機制導入達成護理體系勞資雙贏的可行性研究
    Feasibility Study of a Shift Bidding System Aim to Satisfy Both Employers and Employees in Nursing

    Abstract: 排班品質的優劣不只影響員工的工作效率與士氣,對於管理階層而言,排班更視為掌控權力的重要因子。因此,即便近期有研究提出,競標排班的方式對於工作效率與士氣可望有正面的影響,但這種有別於傳統集權式的排班方式,仍不免會讓管理階層再三評估,尤其是在傳統的護理體系情境下更為明顯。

    所以,為回應此一課題,本研究針對某地區醫院病房的14位護理師進行為期一個月實徵研究,除了將競標模型導入護理排班機制外,並也納入可將未投入競標金額轉換為績效獎金的作法。在具體作法上,考量研究時程限制,本研究先透過為期兩週模擬方式,使護理人員及護理長的行為並使其熟悉整個運作方式,接著,進行為期一個月的實際導入,最後,實驗結束後將對參與人員進行問卷調查,並對主管進行訪談,作為結果分析的依據。

    從研究結果發現,相較於傳統的排班方式,競標排班整體上並沒有如預期的提升員工的工作滿意度,推論可能和台灣地區護理人員的自主性對工作滿意度的影響未如預期般重要有關,此外,醫院主管訪談也點出資方觀點下本次競標排班結果背後可能反應的相關考量。
    A well-planned shift arrangement is essential to an effective and positive work environment. In a health care facility, the head nurse often maintains workforce discipline through total control over rostering. Although recent shift bidding studies focused solely on employee inputs have shown positive results, further improvements can be achieved if inputs from employers are also considered.

    Therefore, a modified bidding system is planned for nurses of a community hospital. In this system, 14 nurses bid on days off of their own choosing, and the head nurse also has a control over adjusting the starting bid on special days. At the end of the trial, unused bidding points are converted into bonus pay for the participating nurses, and a feedback questionnaire is collected from each participant.

    Findings suggest that contrary to our expectation, the shift bidding system did not improve work satisfaction for all 14 participants as a whole. Interview with the head nurse and management also shows concerns towards the shift bidding system. Our survey result suggests unexpected diversification between Taiwan and the rest of the world on how autonomy aspect influences job satisfaction, which may have contributed to the unexpected result.
