| 摘要: | 觀音工業區於民國七十一年開發，爲一綜合性工業區，位於觀音鄉西北部，界於大崛溪與富林溪之間，總計面積六一五公頃。本文除分析觀音工業區之地理特徵、工廠規模外，並以環境識覺的概念，探討環境問題的關鍵人物－廠商負責人與環境間互動的關係，有環境保護的認知和覺醒，在投入生產原料和出產產品的過程中，會特別防患且投資污染防治設備，對環境的維護將有莫大的助益。
本研究區之廠商以小規模爲主，而選擇觀音工業區設廠的最主要因素爲「地價便宜」、其次爲「交通便利」與「廢水排放和廢棄物處理方便」；在因應民眾環境保護意識高漲的具體做法上，以「加強投資污染防治設備」及「加強敦親睦鄰」爲首要做法，而廠商負責人學歷愈高愈重視「加強投資污染防治設備」的做法，且有較高意願投資於污染防治。對本工業區環境的滿意程度上，僅達「普通」之標準，而廠商負責人學歷愈高，對環境現況愈不滿意。在工業區現有之環境問題識覺上，仍有空氣污染、廢棄物、水污染等問題待解決。認爲政府部門應對工業區加強之措施，以「對外交通路線」及「污染防治設備」爲優先。「勞工短缺」是廠商共同的難題；紡織、化學及機械等廠商認爲「環境保護問題」將影響投資意願，廠商此種環境識覺和其於生產過程中有較多之廢棄物有關。
由氣候、地形與地質之分析，本研究區及鄰近區域，適合規劃爲空氣污染類或需大量廢水處理類之污染性專業區，將可降低污染並符合經濟與效益並重原則。
Kuan-in Industrial Park, synthetic in nature and located in the northwest of Kuan-in Hsiang and between the Ta-chu Brook and the Fu-lin Brook, was developed in 1982. Its total square measure is 615 hectares.
Apart from analyzing the geographical features of Kuan-in Industrial Park, and the size of the factories, I also on this report try to find out the interaction between the factory owners, the key person of environmental problems, and the environment by means of the idea of environmental perception. Given the recognition and the vigilance over environmental protection, They'll especially guard against pollution and invest in the pollution-control equipment in the process of production. Thus the maintenance of the environ-ment will be greatly ensured.
The factories in this research area are mostly of small scale. The primary causes of setting up a factory in Kuan-in Industrial Park are cheap estate price transportation convenience and easy waste disposal.
In response to the increasing awakening to environmental protection, the factory owners think the most important measures are both to invest in the pollution-control equipment and to promote good-will with the whole neighborhood.
The more education the factory owners receive the more emphasis they put on increasing the investment of the pollution-control equipment, and the stronger will they have to invest.
The satisfaction level of the factory owners with the environment in the Industrial Park is only on average, and the more education they receive, the more dissatisfaction they show.
On the existing environmental problems in the Industrial Park, the pollution of air, water and other wastes remains to be settled.
As to the measures considered necessary to be taken by the authorities concerned to improve the Industrial Park, top priorities are external transportation network and pollution-control equipment.
Lack of workers is a common problem for the factories there. Textile, chemical and mechanical factory owners share the view that environmental protection problems will have a great influence on the will to invest. Such environmental perception have something to do with more waste from the process of their production.
From the analyses of the climate, topography, and geology, my research area and the neighborhood are suitably planned for a specializd waste disposal area of air pollution or large quantities of waste water, which may reduce the pollution and accord with the principle of economy and benefit. |
