永續發展已成為自然保護區經營的新典範,然而自然保護區永續經營的目標並不容易達成,大部分的保護區仍由傳統「由上而下」的規劃和管理取徑所主導,不但保育的目標時常未能有效達成,而且未能將保護區經營管理計畫影響最深的地方社區居民,透過適當的參與方式,有效地引入規劃過程。雖然目前已有許多研究,探討社區參與取徑對於自然保護區管理目標達成的效益,但是大部分的社區參與取徑,仍缺少一個較有系統的架構,結合理論和方法來設計和檢驗這些社區參與與取徑在特定的社會、經濟、政治、和生態環境背景下的效益。本文提出一個建立和評估自然保護區社區參與論壇的研究架構,並以雪霸國家公園內的櫻花鉤吻鮭野生動物保護區為案例,說明如何有系統地設計、實施和檢驗社區參與論壇的過程和結果。
Sustainable development has been regarded as a new paradigm for protected area management. However, the goal of sustainable management of protected areas is not easily achieved. Most protected areas are still managed by a traditional ‘ top-down’ approach that has often failed to sustain the wildlife they were designed to protect and to involve or benefit local communities that are most affected by the management proposals. Numerous studies have examined how community involvement can benefit the management of protected areas. However, most participatory approaches are not theoretically-driven and lack empirical evidence to evaluate their effectiveness in a specific social, economic, political, and ecological context. The purpose of this paper is to propose a framework for developing and evaluating participatory forums for community involvement in protected area management. A case study of the Formosan Landlocked Salmon Wildlife Refuge is reviewed to demonstrate the application of the proposed framework.
