Carbon black (CB) and stainless steel ash (SSA) with conductivity were used in this paper. The conductive powder was added into resin quantity progressively. Then, two mortaring layers on partition wad were mortared to investigate changing the combination of the conductive categories, loading, and match position, to measure the surface resistivity and electromagnetic shielding effectiveness (EMSE). From the experimental shows that the higher loading of the CB powder has the higher EMSE value. Otherwise, select the fixed total weight of CB powder, the higher loading of the CB powder on bottom layer of mortaring layer has the better EMSE value.
