In the past there were so many researches and discourses on the legend, Wu Zetian, but few of those works focused on the connection between the number of her prime ministers and her political manipulating artifice. Not only is the number of the prime ministers appointed by Wu Zetian the biggest during the Tang dynasty but also it changed dramatically. The purpose of this research is to discuss on why the change occurred and to recognize, through another viewpoint, Empress Wu’s unique royal philosophy for managing her officials.
