| 摘要: | 在全球化的衝擊下，舉凡一國之內的政治、經濟、社會、文化等，均深受區域、國家及全球治理三個層次的牽引，彼此間關係錯綜複雜、相互依賴，以致國家間的界限日益模糊，國家的自主性相對降低。「全球治理」呈現諸多新興議題與治理策略，殊特別值得關注。全球化過程中我國警政體系的因應之道，首先處理全球治理的概念與新趨勢，在傳統權力資源分配下從「統治」朝向「治理」的趨勢，而跨界犯罪治理為全球化研究大趨勢，對跨界治理造成挑戰，成為當前重要議題。
英國學者Elke Krahmann對傳統「統治」的意涵，研究治理的意義與取向及類型有極大的貢獻，本文根據Krahmann權力資源分配模式的運用作為理論分析架構，說明在統治與治理不同目標下，出現意義互異的現象在使用目標差異下，以政治權威中心的變動出現特質。Krahmann沿著七個層次加以剖析：即地理範圍、功能機制、資源分配、利益取向、規範、決策制訂，觀察政治權威出現權力集中及分散，以分析全球治理權力資源分配的新趨勢。
本研究將我國警政體系從全球治理的內涵觀察，權力與權威的資源分配及衝突。核心概念所討論的議題，沿著地理上的管轄區域範圍、資源的現況與再分配、功能機制、利益功能取向、規範的建構、決策與執行等七個層次加以探討。本論文主要的目的在探究我國警政系統一條鞭至多元治理之分析，以瞭解實務面向。並就全球治理新趨勢走向，由「統治」流向「治理」的趨向，以剖析全球化視野下我國警政體系資源分配效益及產生的問題，期能建立較具說服力之建議，以作具體解決對策。
Under the impact of globalization, regional, national and global governances deeply influence our politics, economy, society and culture. Their entwined, complicated and interdependent relationship give rise to the gradual obscurity of national boundaries, relatively decreasing the state autonomy. Especially, that the “Global Governance” generates various emerging topics and governance strategy is worth paying attention to. How the police system in our country respond in face of globalization ? The first issue needs to be taken into account will be global governance and its new trend from Governing to Governance under traditional distribution of powers and resources. The governance of cross-boundary crime plays a major role in the research of globalization and poses threats to the system.
British scholar Elke Krahmann has a great contribution to the traditional definition of the word “Governing”, and meaning, propensity and types of governance. The article constructs the theory on the basis of the Krahmann’s distribution model of powers and resources and shows the traits of the change of political authority under the circumstances of diverse purposes of governing and governance resulting in diverse meaning with different usage. Krahmann elucidates and analyzes the new trend of distribution of powers and resources under global governance by means of 7 stages: geographic areas, functioning mechanism, resources distribution, interest propensity, regulations, decision-making, observing the centralization and decentralization of powers of political authority.
The study will try to understand our policing system from stand point of the global governance to see the distribution of resources and conflicts of power and authority. The issue of core concept will be discussed through 7 layers – geographic jurisdiction, resources status and redistribution, function mechanism, benefit orientation, the construct of the norms and decision-making and execution. The purpose of the paper mainly focuses on the problem of our policing system from one authority to multi-level governance in order to be more pragmatic. In addition, the study also tries to analyze and explain the distribution and generation of resources in our policing system under globalization by observing the trend of global governance from governing to governance. |
