本研究主旨為非營利組織社區在地老化居家服務治理之探討,首先透過文獻探討歸納整理出非營利組織社區在地老化居家服務治理可分為對內治理與對外治理兩個部分。對內治理部分可細分為:組織的使命、願景與目標、組織部門間縱向與橫向間的聯繫、財源之籌措、人員之任用等。對外治理外則包括:運用社會資源及網絡、志工的招募與培訓、募款、服務理念的行銷、社區及社區領袖關係的建立、服務品質促進機制、與公、私部門關係的建立等,並依此建構本研究之研究架構。
接著針對研究個案內社區在地老化居家服務的主管、督導、社工員及居家服務員進行深度訪談,以瞭解個案機構社區在地老化居家服務治理的情形與現況,並提出結論與建議,希望提供其他非營利組織於推動或實施社區在地老化居家服務治理之參考。
As the aged population grows, the need to care for the aging persons is increasing fast. Home care service for the elderly “aging in the community” becomes important.
Non-ProfitOrganization (NPO) plays important role in this trend.This study aims to explore the subject of governance of home care service for the elderly “aging in the community” in NPO.
Based on documents analysis, there are two kind of governance which NPOs have to face: internal and external governance. They form the base structure of the study.
Subsequently, through in-depth interviewing withrelevantstaffs e.g. director, supervisor, social worker and servantin case NPO, implements of governancewere gained, suggestions were also proposed tobe a referencefor the case NPO and others.
