台灣銀行為因應全球市場競爭,紛紛選擇拓展海外市場,作為提升業務考量,其中中國大陸,因是世界工廠,及台商最密集的投資地區,成為國內金融同業海外拓展的首選。無奈台商市場有限,台資銀行拓點速度不如預期,台資銀行如何與扎根許久的外資銀行與網點眾多的中資銀行抗衡?本文以為,在中國大陸官方大力扶植中小企業的政策項下,西進後工作重點除了固守台商客戶外,發展大陸中小企業授信業務,將會是台資銀行業務發展的另一機會。然而,大陸徵信系統無法詳細的反應企業信用資訊、民間票據在大陸亦無法作為流通工具,擔保物的處分不易減弱融資銀行的保障性等與台灣銀行的慣用徵信方法迴異,使台資銀行於西進後對承作大陸中小企業的授信業務多所顧忌。故本文就大陸中小企業金融基礎環境及融資困境,藉由專家建議提供於大陸拓展中小企業授信業務之考量因素,供給我國銀行西進拓展業務考量。
Taiwan's banks have attempted to explore overseas market in response to global market competition. China, as the world factory and the most densely invested region of Taiwanese enterprises, has become the first choice of Taiwan's financial business for overseas development. However, the market of Taiwanese businesses in China is limited, and the development of Taiwanese banks is slower than expected, how could Taiwanese banks contend with the long-rooted foreign banks and numerous Chinese banks remains a challenge. This paper argues that as the Chinese government greatly supports small and medium-sized enterprises (SMEs), besides retaining Taiwanese businesses in China as clients, the banks should also develop credit business for SMEs in China, which can be another opportunity for developing Taiwanese banking. However, the credit checking system in China cannot reflect the credit information in details, bank notes are not used in China as monetary circulation, and guarantees are difficult to dispose, thus weakening the guarantee of financing banks. As the credit checking method of Taiwan's banks differs from that of China, Taiwan’s banks are hesitant about giving credit to SMEs in China. This paper suggests the matters to be concerned when developing credit business on SMEs in China for reference to Taiwan’s banks.
