Abstract:	本論文寫作之主旨，乃在藉由中共「山東解放區」（「山東區」）之發展，探討中國共產革命的農村基礎，並探討國民政府何以無法遏止中共發展的原因。首先，本論文探討了中共「山東區」建立與發展的過程，並企圖歸納國民政府在山東省的統治，何以無法獲得大部分民心支持的原因。其次，針對戰後國共鬥爭的情勢，本論文透過中共「黨群關係」發展的探討，分析了共黨組織與政權的發展，以及其鄉村治理的模式。第三，本論文也探討了中共「土地革命」的本質，及其「革命」策略之運用，同時探究國民政府耕者有其田政策何以落空的原因，而這個原因，正是中共得以獲得大多數貧農支持的因素。最後，本論文分析了中共在農村的動員能量，及其動員的方式。由內戰期間中共獲有之農村基礎，可以得悉農村社會穩定與政權興替，實具有密不可分的關係。 The purposes of this dissertation are discussion on the rural foundation of Chinese communist revolution through the development of“Shandong Area”. In addition, and to reflect on the reasons why the KMT Government is unable to stop the Communist party developed. First, this dissertation discusses the process of establishment and development of“Shandong Area”. And attempts to understand the reasons why national Government's rule in Shandong province could not be supported by the most popular. Secondly, this dissertation discusses the development of CCP's organization and political power by the relation between CCP and the masses. Third, this dissertation also discusses the essence of CCP's agrarian movement, and its revolutionary tactic. This dissertation also try to find the reasons why the KMT Government’s agrarian reform policy failed. And these reasons are exactly elements that the CCP is supported by the more poor peasants. Finally, this dissertation analyses CCP's ability and method of mobilization. Owing to having the advantage in rural area, so that CCP can win the civil war at last.
