| 摘要: | 移民，已成為當今全世界共同關切的課題。因交通運輸及資訊科技蓬勃發展下，人與人間接觸距離縮短；國家與國家間那道鴻溝，逐漸被卸除。在此環境脈絡中，大幅增加人員的相互往來與交流。據估計，全球約有二億人口係屬於移民身分。移（居）民（旅行）他國已為趨勢，而跨國婚姻現象結果更屬常態。另一方面，國家間為求永續生存發展，競逐優秀人才之獲取，不餘遺力。無論跨國移民或人才取得，凡此種種，皆會與歸化或國籍產生一定的連結，其中又牽涉到雙重國籍身分之問題最受矚目，也深受實務界或學術界的重視。目前，在全世界的各個國家中，對於雙重國籍的看法不盡相同；承認或禁止雙重國籍的國家都有其支持理由，惟承認或有條件承認雙重國籍的國家有增多的趨勢。本文的重點即在討論有關全球雙重國籍的現況，並就臺灣地區現有規定與未來趨勢加以分析之。本文的目的：一、了解全球各洲的雙重國籍情況；二、探求雙重國籍的成因與問題；三、移民對雙重國籍的影響；四、透過訪談了解相關身分人等對雙重國籍的看法；五、分析臺灣地區對雙重國籍的做法與規定，並提出個人的見解與建議事
項。
全文共分成十一章。第一章為緒論，包括研究途徑、研究架構、名詞解釋、文獻分析與預期效果等。第二章為雙重國籍的性質分析，包括意義、特性、優缺點與問題。第三章為全球雙重國籍的趨勢與分析，包括五大洲的概況，並就各洲選擇其一個國家作為探討對象，以了解現今全球有關雙重國籍的分布情形。第四章就臺灣地區現行的雙重國籍作一探討，包括法令規定、國籍概況、問題分析。第五章至第八章針對不同的身分國籍作訪談；分成不同章節各自獨立，以探究各種身分人別對雙重國籍及其牽涉之議題進行了解。其中第五章係針對在臺有戶籍國民，第六章為無戶籍國民，第七章為外國人，第八章為大陸地區人民。第九章就上述之訪談四個章節作一綜合彙整，發掘問題並提出解決方法。第十章為針對全文再作評估，並就雙重國籍問題提出建議事項，文末就未來展望加以論述之。第十一章為末章，亦為全文結論，包括研究後續及貢獻與結論文。
從論文研究發現，就重點論及，雙重國籍目前在全球的國家採行趨勢，有逐漸增加走向，人數也不在少數。而且大眾對雙重國籍的接受度高，甚至於不反對同時擁有大陸地區的身分，其意見結果，頗值得吾人省思。
臺灣地區到底有無發展雙重國籍的條件？吾人認為，臺灣地區身處在並受全球大環境影響之下，相關措施與政策走向，包括國籍問題，必須考量國際趨勢、國家發展需要，以前瞻性、全面性的角度來面對。換言之，我們必須要重新省思對雙重國籍的作法。另一方面，在全球化以及移民潮如此盛行之下，要想擺脫其力道不受干擾，絕非易事。並且在全球性競爭日漸白熱化情況下，如此提高國家競爭力，以達永續經營，已成為當前最重要的考驗。
再者，隨著大陸地區之經濟與政治實力，在國際間占有不可輕忽之態勢。故兩岸間的關係，此一不確定因素但也是最具關鍵性地位，深深衝擊著我們的國家定位與各項建設成效。我們知曉，未來的路還很長遠，荊棘險惡之徑虎視眈眈著我們；各種不同的挑戰有待我們全體戮力去面對，包括最重要且待協議的兩岸問題。只要我們做好充足的準確，整合國人的智慧與精神，相信所有一切橫亙在當前的困境，有如氤氳，都將逐一驅離消逝，風清雲散陽光現。
Migration, in the era of globalization, is more and more important than before all over the world. Due to traffic, communicated technology, and internet sources are developed so fast, convenience, and more cherper, everyone in this world shares thoughts and ideas with each other. Thus, it caused a lot of mobility, cross-national activities, as well as transnational marriages. For this reason dual-nationality（citizenship） became general. To be assessed, there are more than thousands of dual nationality people in our world. This essay is to discuss about it. Why, what, and how it be happened？ What's new condition in the whole world. Also, we analyze our Taiwan's status right now. To find and search what's problems about this. In the meantime, do somes suggestions and explanations for it will make our country more comptent with other countries.
There are totally eleven chapters in this essay. First chapter is about this essay's preface. Chapter 2 is talk about characters of dual-nationality. In chapter 3, we compared how dual-nationality spread all over the world, and knew which country approved it or not. Chapter 4 is back to our Taiwan areas, what situation in this island.Chapter 5 to chapter 8, interviewd all kinds of people, and tried to understand their opinions about our topic. In chapter 9, I concluded their opinions in one, and examined problems it encountered, and how to solved it. Chapter 10, I evaluated it again, and what I discovered in this essay. Chpater 11 is about my essay research's conclusion.
Do the Taiwan has the ability to carry out dual-nationality？We all know we can. We have the strength to implement dual-nationality. In this age of globalization and the trend of migration, all influenced our daily life. And due to these phenomenon, the dual-nationality spread quickly to any corner in this world. We cannot deny this flowing and growths tendency of dual-nationality. And more, in this full of competitors, we must fight for our country's sustainable development. We also must keep in mind, never forget the Mainland China is in front of us, watch us, grab us with military force.
To face it, collecting all people's suggestions, discussing all the proposals, and choosing the great one, is what we must do. Thus, cross-strait problems will not be a problem. Taiwan will standing in this world through the time and space. |
