| 摘要: | 21世紀是一個嶄新與充滿挑戰及機遇的新時代。自1989年世界銀行提出「治理危機」（crisis of governance）一詞之後，治理（governance）已成為國家機關推動另一波改革的理念架構，在全球化所彰顯的「全球思考、在地行動」核心策略下，傳統以國家為中心的統治機制，演變成多層次的治理（multilevel governance）。在過去數十年中，全球化的議題不斷延伸，並受到廣泛關注，也對人類的生存與永續發展，發生了關鍵性的影響。由科技革命所帶動的資訊傳播全球化，除了促成經濟的互聯互通之外，也開啟了公共服務全球治理的世紀，這就涉及到人才及語言文化的溝通。
在全球競爭的環境下，外語能力的養成與強化，有利於一個國家的整體競爭優勢。英語是目前全球最通用的語言，英語教學的有效推動有利於台灣跟世界接軌、互動及吸取先進知識，提升台灣經貿發展與高科技研發創新的能力。為能有效因應二十一世紀知識經濟與創新多元化的發展，政經、教育、文化、外交、環保、科技等領域的變化，以及資通訊科技、數位網絡，甚至雲端科技的發展與運用，營造邁向國際化、全球化的生活環境，有效建構及提昇全民英語能力，已經成為國家發展極其重要的政策選項與策略性目標，這也是非英語系國家的教育成效的指標。英語的國際化、全球化和其扮演的時代角色，已經昭然若揭。在這種環境變遷下，人才的培育，需要加強溝通與協調的工具－語言─的訓練，特別是要能掌握全球平台上最通用的語言，在當前和可見的未來，就是英語。
教育為百年樹人的工作，不僅傳承著文化、歷史與語言，更是型塑整體國家競爭力的基礎工作，這是孫中山思想中早就揭示的理念。高等技職教育對於技術職業與工作的推動，產業創新、產業及其附加價值的創造，扮演著極其重要的角色與功能。在全球化的脈動下，為了因應全球化競爭環境中跨域治理的需要，或是跨域流動所需的溝通協調能力，台灣的確需要更良好的外語學習環境，包括在高等技職院校中實施中英雙語教學。
在這種環境變遷及趨勢脈動下，作為我國台灣地區技術人才搖籃的高等技職院校的英語教學，顯然具有一定程度的重要性，值得做較為深入的探討。在全球化觀點下，台灣高等技職教育要如何與全球接軌，或者更實務的說，要如何在全球化的衝擊下，培育出具有國際觀、全球視野，以及必要的專業知識技能，可以在畢業後發揮所學，融入全球化脈絡下的工作、生活環境，以創新、創意的跨域思維，為社會、國家，甚至全體人類，做更多的奉獻，這是本論文所要探討的課題。學生一方面信仰 孫中山先生的思想，另一方面多年來在一般高職及高等技職學校教授英語課程，對於台灣技職教育體系中的雙語教學有較多切身體驗。因而，希望能夠從中山先生的教育理念出發，探索全球化潮流下，台灣高等技職教育體系中雙語教學的相關問題。
「全球化潮流，不進則退…」而高等技職校院雙語政策的實施，藉由多元化的招生管道，來吸引更多優秀的人才或外籍學生進入技職體系就讀 ，以解決少子女化的現象，並藉由中雙語教學環境的塑造，來提升學生的外語能力，增加全球化趨勢下人才跨域流動的競爭需要，以及吸引國外不論是藍領或白領階級的人才到我國就業，解決人力的短缺或是人才的匱乏，更重要的是，外語環境的建構與型塑，將有助於國際觀、全球化視野的提升，以及能夠將外國的長處引進到國內，做為各項建設或政策的重要參考，有效提升國家整體的競爭優勢。
本論文從全球化觀點來探討台灣高等技職院校中雙語教學政策，希望從中弘揚 孫中山先生的教育理念，說明在全球化及知識經濟時代，建構中英雙語教育的重要性，並從先進國家實施雙語教育情形，探討我國提升競爭力之道，以及瞭解我國高等技職院校體系中，實施中英雙語教學之政策目標與推動現況，包括教學主管機關或承辦人的立場，評鑑的依據，老師和學生們的感受，執行上遭遇到的問題，以及可能的制度創新、變革及改革途徑等等，以期能對研究有所發現並提出有效政策建議。
Twenty-first century is the brand new era full of challenges and chances. Since 1989, the World Bank proposes “the crisis of governance,” governance has become the concept frame of innovation through the national institutions. Under the core strategy of globalization, “think globally and act locally”, the conventional governance mechanism centered by the nation turns out to be the multilevel governance. Throughout past several decades, the issues of globalization have been discussing continuously and concerned by the public. Meanwhile, it arouses the crucial influence toward the human existence and sustainable development. The information communication globalization caused by technological innovation opens up the era of public service of global governance besides the economical mutuality. Then, it relates to the communication of human resources and lingual culture.
Being the global competitive environment, the cultivation and reinforcement of foreign languages benefits to the sheer competition of the nation. English, the most popular language around the globe, the effectiveness of English teaching is good for the connection and interaction with the globe, promotion the ability of Taiwanese economy and trade as well as the research and development of high technology. As a result, the effectively construction and promotion of people’s English ability has become the essential policy and target. Besides, it also is the effectiveness of educational index among non-English speaking countries. The internationalization and globalization of English and the era role it plays has been manifest.
Education is an everlasting job, not only inheritance of culture, history and language, but the basis of shaping national competitiveness. This is also the concept which is discovered by Sun, Yat-sen, during his time. Under the tendency of globalization, either for the need of cross-field in global competitive surroundings or for the communicative ability in social mobility, we definitely need a better English learning environment indeed, including English teaching policy in higher vocational and technological universities and colleges.
Finally, the thesis aims to study the bilingual teaching policy in higher vocational and technological education under the concept of globalization , and tends to connect with educational thoughts from Dr. Sun, Yan-sen. Not only the interpretation of bilingual education around the globe and construction the importance of bilingual education-Chinese &English but the problems of current policy along with evaluation of teachers, students, and government servants. As an experienced teacher in vocational high school and institute, the study hopes to make some contribution to the revolution and suggestions in English teaching policy in higher vocational and technological education with perspective future. |
