| 摘要: | 我國加入世界貿易組織，其背後代表的意義在於「登入」國際貿易競爭市場的平台，各國角逐的目標就是「利益」，故我們應正視這個議題─經濟。
當今地球有七十多億人口數，交通便利，網路資訊發達造就了現在「人多、擁擠、同步」的人類社會，世界各國積極推動文化創意產業的發展，包括經濟與文化成熟發展的先進文化大國，如英國、美國、日本；或者極欲突破傳統代工定位、從製造代工（OEM）轉型為設計代工（ODM）的新興亞洲國家，如中國、韓國、泰國，都已意識到文化創意產業帶動國家經濟成長、產業升級的能量，以及在城市行銷上所能創造的高附加價值，並將文化創意產業政策視為國家的重點計畫。歐美等已開發之國家，於經貿上積極的制定相關法律保護規範，鞏固其產業的競爭力。地理標示更為歐盟所大力推行的保護制度，此一制度所保護的主要對象就是傳統產業之產品，我國若要確保農漁產品在國際市場之競爭力，必須建立完善的保護制度，而地理標示乃為首選。二十一世紀除講求專業能力，更重視整合之能力，文創產業之扶植，有賴建立完善的制度，其展現在現實生活中，即為生產者不再被剝削，消費者可以安心享用，這就是擁有市場競爭力的最佳表現。
歐盟對農產品與食品地理標示的保護制度包括為原產地明保護制度及地理標示保護制度，前者以產品之品質及特性主要或完全基於該特有的地理環境；而後者以產品所擁有的品質及良好名聲，係歸功於該環境的天然或人為因素，產品之原料及加工不以同在該地理區域發生為必要。台灣特殊的地理環境，同時兼具熱帶與溫帶氣候類型，可以生產出特有的農漁產品。妥善保護產業是一件重要的任務，因為產業穩定才能帶來正面的經濟發展，本文的目的著眼於此，希望透過論文的研究過程，闡述地理標示制度對我國產業的幫助。
With the accession of Taiwan to the WTO, the representatives behind this significant "login'" to the competition for market shares on an international trading platform, on which countries compete with one goal in mind “interest", should address the issue - economy.
Today our earth has a population of more than seven billion, convenient transportation, and an advanced information network which has created now an “abundant, crowded, but synchronized” human society. Nonetheless, the world actively promotes the development of cultural and creative industries, including an economic and cultural development of advanced matured cultural powers, such as Britain, the United States and Japan. However, depravity broke the traditional position of the OEM, and transitioned from OEM manufacturers (OEM) to Original Design Manufacturing (ODM) in the emerging Asian countries such as China, South Korea and Thailand. These countries have valued their cultural and creative industries to drive the economic growth, industrial upgrade, energy, and high added Value which created city markets, as well as a cultural and a creative industrial policy as key program for the nation.
Taiwan's special environment, while both subtropical and temperate climates, can produce specific agricultural and fish products. Proper protection industry is an important task, because industry can bring a positive and stable economic development, the purpose of this article focused attention on this thesis hope that through the research process, elaborated geographical indications system to help our industry. |
