    Abstract: 政府捐助設立財團法人之目的多為協助政府部門執行公益性政策;關於政府部門與其所捐助設立的財團法人之間的互動關係,無論在學理上、或實務操作上,一直是探討的焦點。
    本研究以台北市文化基金會與台北市政府文化局的互動模式進行個案研究;從國外學者「非營利組織與政府互動模式」的理論模型為基底開始,結合了「代理關係」與「公私夥伴關係」、「資源依賴」與「組織自主性」等理論,同時廣泛蒐集國內外相關領域的期刊文獻、出版品及政府文件資料,進一步整理、分類;歸納出政府捐助之財團法人的互動因素,依其影響區分為「資源依賴」、「業務執行」、「組織架構」及「法制規範」四個構面。
    隨即,根據上述構面,又新增規劃「業務執行彈性」與「資源依賴程度」二個動態議題,組出深度訪談稿。藉由必要的專業領域人仕的實際訪談,進一步分析二造互動模式的交織現況和可能的正向調整。自此進入「如何使GONPO有一定的運作彈性及組織自主性」的研究目的主題。
    最後,本研究將彙整並提出一個順暢、可行、有所助益、可被接納的更有效率、更俱效益的具體建議。
    The Government Owned Non-Profit Organizations (GONPO) are mostly established by government departments and come to an assistance of executing public welfare the government’s policies declared.
    Studies of interactive modes between GONPO and the government have been the focal points in both theory and practice.
    Two parties, “Taipei Cultural Foundation” and “the Department of Cultural Affairs ,Taipei City Government”, are defined through this case study. It will begin working on a probe into the various factors that the interactive modes the two parties could be. Theories issued by foreign scholars that relate with model of such modes are put to use as groundwork. In the meanwhile, there are several theories mixed, such as "Agency Relationship", "Public-Private Partnership", “Resource Dependence” and “Organizational Autonomy”. Domestic papers as well as foreign ones in the related fields of journals, articles, publications and government documents are extensively gathered. By means of collecting, investigating, studying and grouping, it can be generalized four aspects from all components above. They are “Resource Dependence”, “Execution of Affairs”, “Organizational Structure” and “Legal&Rules”.
    According to the ascepts, there comes a questionnaire with furthermore scheming. Two new subjects “Elasticity of Affairs Executing” and “Situation of Resource Dependence” are add to in-depth interview in each field of necessary and professional for the purpose of analyizing how interlaced the two parties now are and what could be the possible positive adjustments.
    The research conclusion will finally summarize a specific recommendation that seems acceptable, feasible, helpful, smooth and with more efficiencies and benefits. My ambition will be, too.
