隨著政府日益重視古蹟與歷史建築的保存與再利用,其相關政策法令的制定與推動成果的檢討也逐漸成為公眾關注的議題。本論文之目的即在於以台北市市定歷史建築保安街84號為例,探討民間部門如何參與過去多為政府主導之歷史建築保存與再利用,在過程中面臨到哪些規劃設計與經營管理上的困難,並藉此對目前的歷史建築活化與再利用熱潮提出反省。
座落於大稻埕地區的保安街84號曾為順天外科醫院所在地,自2006年以來由民間部門所主導的一系列修復與改造計畫不僅讓原本頹圮的建築物恢復其歷史風貌,更在2009年正式登錄為台北市市定歷史建築,並進而開放成為台北市一處廣受市民喜愛的藝文空間。然而,民間參與市定歷史建築之保存與再利用並不容易,尤其投入保安街84號個案中的諸多民間團體在過程中面臨到許多技術面與經營面的困難,本論文透過訪談與問卷調查分析等研究方法,試圖藉由保安街84號在過去八年間的轉型經驗,希望能給越來越多投入歷史建築保存與再利用的民間團體提供參考。
As the government increasingly value the conservation and reuse of historic buildings, the policy formulation and outcome examination have become a public concern. The purpose of this thesis is to examine the case of Boan 84, a registered historic building in Taipei, and to investigate the role of private sector in the process of its conservation and reuse. On the one hand, this thesis will reveal the typical problems that occur in the design and management of the reused historic buildings; on the other, it will also provide a timely reflection on the current fever of historic reuse.
Located in Dadaocheng, the building of Boan 84 used to house the Shuntian Surgery Hospital. Since 2006, a series of refurbishment and reuse plans undertaken by the private sector began to turn the building back to its original appearances, register as a historic building in 2009, and finally become a popular art space. However, the involved private sector throughout the process has been faced with many technical and management problems. This thesis through the methods of interview and questionnaire survey will explore the process and use the case of Boan 84 as an experience for other private-sector organizations who are currently participating in historic conservation and reuse.
