摘要:	實施週休二日以來，從事休閒活動的人數日益增加、遊憩時間的延長及觀光活動頻率日趨密集使用等因素，導致遊憩地區之設施及自然資源遭受破壞。遊憩資源之過度開發，雖可獲得較高之經濟效益，但也造成實質環境、生態、社會及文化等方面之衝擊，導致觀光發展對環境保護及社會發展之衝突與矛盾。永續發展之核心是在保護環境的條件下既滿足當代人的需求，又不損害後代人需求的發展。故本研究為了解經濟與永續發展之平衡，首先探討國家風景區地質公園遊客之遊憩行為現況，俾瞭解經營管理之問題，隨著地質公園遊客量的增加，觀光旅遊其將成為市場經濟的主要產業發展，為能提升遊憩品質及促進觀光產值，故須以永續發展理念經營管理地質公園的遊憩環境。研究之過程首先確立研究主題，再進行蒐集地質公園、永續發展及經營管理相關文獻並分析與整理，進而實地探查野柳地質公園，透過遊客遊憩使用行為的觀察，瞭解經營管理的運作情形，清楚界定出問題的關鍵因素及研究範圍。研究方法包括文獻回顧、實地觀察法及模糊德爾菲法。經由文獻回顧及實地觀察，建立地質公園包含地景保育、環境教育、社區參與、觀光遊憩等四個核心價值構面下之影響因子，運用模糊德爾菲法製作專家問卷，進行評估值分析以取得各因子之專家共識值，並篩選確定層級因子，以作為往後野柳地質公園永續經營管理之指標參考。 Since the implementation of the two-day weekend, the number of leisure activities engaged in growing, extension of recreation and leisure time activities in the region increasingly dense frequency and other factors, resulting in areas of recreation facilities and the destruction of natural resources.Over-exploitation of resources, recreation, although the availability of high economic efficiency, but also cause substantial environmental, ecological, social and cultural aspects of the impact,which led to the conflict point tourism development and environmental protection, social development and paradox. Therefore, this study is to understand the balance of economic and sustainable development, first, investigate the status of recreation behavior of the National Scenic geological park visitors, serve to understand the problems of management, with increasing amounts of geological park visitors, it will become a major tourist industry in developing a market economy, to be able to improve the quality and the promotion of tourism recreation value, therefore subject to the management and sustainable development perspective Geopark recreational environment. Process research first established research topics, then collect geological parks, sustainable development and management of the relevant literature and analysis and consolidation, further exploration field Yehliu Geopark, recreational use by observing the behavior of visitors to understand the operation of the management of the case, the key factor in the problem and clearly defined scope of the study. Research methods include literature review, field observation and fuzzy Delphi method. Through a literature review and field observations, established under the impact factor of landscape conservation, environmental education, community involvement, tourism and recreation and other facets of the four core values contain Geopark, Delphi method making use of fuzzy expert questionnaire, assessed value analysis to obtain the value of each factor of expert consensus, and screened to determine the level of factor, Yehliu Geopark as future sustainable management of the reference index.
