    Title: 台灣小汽車產業的發展回顧與保護政策之實證研究

    Abstract: 本文主要包含兩部分:首先針對台灣汽車產業50年來的發展與相關研究作一整體性的回顧;其次,建立一理論模型,藉由實證分析檢驗保護政策對臺灣汽車產業發展之影響。實證結果如下:第一,1977年的「輔導汽車工業發展」政策對國內汽車產量有顯著正向影響;但1985年「汽車工業發展方案」施行前後,對小汽車產量則沒有顯著差異;第二,令人感到訝異的結果是,1992年「汽車工業發展策略」對汽車產量則為顯著負相關,導致此結果的因素在於,90年代開始台灣為加入WTO作準備,逐漸解除日本、韓國等地區小汽車進口的禁令,市場開放幅度增加,導致國內汽車產業競爭加劇,致使產量下降。第三,我們亦發現長期關稅政策並不顯著。換言之,關稅政策對提高國內汽車產量並無保護效果。
    The paper consists of two parts. First, we review the literature on Taiwan's automobile industry for the past fifty years. Second, we establish theoretic and empirical models to examine three automobile protective policies in Taiwan. Our empirical results show that the policy of Guidance of Automobile industry Development (輔導汽車工業發展) in 1977 has a significant and positive effect on Taiwan's domestic automobile production, but the policy of Plan of Automobile Industry Development (汽車工業發展方案) in 1985 reveal insignificant effect. In contrast, the policy of Strategy of Automobile Industry Development (汽車工業發展策略) in 1992 has a significant and negative effect on automobile production. The possible reason is that the Taiwan's government relaxes the import control policy from Japan and Korea in preparation of being admitted to WTO in late 1990's. We also find the tariff policy is not significant, in other words, tariffs have no significant protective effect on domestic automobile production in Taiwan.
