| 摘要: | 剝皮寮街區保有清代建築形態，各式產業在此營生買賣是台北市當時的精華區，但因時代變遷帶動台北市都市發展轉移，剝皮寮街區隨之落寞。剝皮寮在日治時代起土地被劃定為學校用地，街區建築曾面臨被拆除命運幸得並有心人士爭取下得以保存，經台北市政府規劃整建後於2009年8月正式對外開放使用。剝皮寮街區雖有市政府駐點管理，但平時街區人煙稀少缺乏活絡的活動使用，空間呈現閒置狀態。
閒置空間再使用於世界各國被廣泛運用，其再使用是將舊有之歷史建築物或具有歷史性意義建築空間，經由再使用傳承原有空間文化或經濟價值。本研究評析國內外閒置空間案例歸納三種類型:1.點類型為單一建築物閒置空間，研究案例有法國巴黎臨時點。2.線類型閒置空間為街道型建築群，研究案例如日本川越一番街。3.面類型閒置空間為一個區域，含多棟建築物或街區，形塑一個完整活動空間。研究案例多為廢棄的工廠或商業街改造之成功案例，三種類型案例成功之共同點皆規劃室內或戶外的定期更新展示內容及展演活動；空間使用之展示及展演活動型態與地方傳統文化關係密切；在空間整治規劃皆保留建築物原有特色與風格。
從剝皮寮街區田野調查發現，剝皮寮在台北市政府重新整治規劃後，保有街區原有建築物風格及建築結構補強在使用安全無慮，唯空間活動使用仍不具活絡，無法展現原有空間文化價值。為解析空間使用閒置的議題與問題，本研究進行市政府委託整治之規劃建築師、設計師、里長、當地居民、剝皮寮文史工作者、管理者之深度訪談，分析其對剝皮寮閒置狀態之看法，及建議改善使用之方法。
綜理閒置空間相關理論及國內外案例，對應剝皮寮現況調查與訪談結果，證實剝皮寮街區仍呈閒置，可運用閒置空間相關規劃方法進行使用再規劃。應用國內外案例及訪談結果，剝皮寮街區應強化在地傳統產業活動，引入萬華及剝皮寮傳統技藝展示使用及展演活動，強化與地方文化串聯關係。研究建議市政府管理機制應再更彈性及積極作為並納入地方地方文化組織，加強與地方文化串聯關係。在空間使用上，剝皮寮東區固定展區可再加入傳統藝術展演，定期更新展品並加入互動式展示作品。西區展演區可加強傳統產業及傳統技藝與藝術活動，主動安排定期展演活動，如假日可納入街頭藝人表演；平日主動安排在地文化相關產業之展演活動促進街區活絡使用。
The street area of Bopiao conserves its Ching’s Dynasty architecture style, each kind of industry was booming at this place and as the essence area at that time in Taipei City. However, because of the movements of era, it brought the transfer of urban development of Taipei City, Boiliao, street area was thus followed by lonely. The land in Bopiliao In Japanese Ruled period was designated as school sites, the architecture street area had ever faced to be demolished. Fortunately, under the struggling by interested parties, it was conserved, and was planned for reconstructed by Taipei City Government, if was formally opened in August 2009. Bopiliao street area even that has stationed management by Taipei City Government, but at usual time, the street area was sparsely populated and was lack of the actively opened for activities, the space appears abandoned state.
Reuse of abandoned space has been extensively applied in each country of the world., where the reuse is to allow the old historical architecture or with the historical significance architectural space, by having through its reuse so as to inherit the original space culture or economic value. The study evaluates the cases of abandoned space in domestic or foreign country and to induce into three category: 1. Point category as the single architecture abandoned space, he case study includes temporary point of Paris, France. 2. Linear category abandoned space, the case of study includes Kawakoe OIchiban Machi, in Japan. 3 Face category abandoned space is an area, it cludes several building or street area to form as an integrated activity space. The case study was mainly reconstructed to a successful case from several abandoned buildings or factory, the common point of three successful case study are to plan its indoor or outdoor for periodical renewal so as to demo its contents and exhibition activities, the demo for the use of space and its pattern of exhibition activities has a close relation with the local traditional culture, In its planning of space arrangement that also has conversed the original feature and style of architecture.
From the field study of investigation of Bopiliao, we finds that Bopiliao after being re-planned by Taipei City Government, it reserves the original architecture style of street area, and reinforcement of its architectural structure , it has no concern on the use safety, provided that the use activities of space was not so active, and was unable to demonstrate the cultural value of the original space. In order to analyze the abandoned issue and problem of space, the study has made deeper interview with planning architecture, designer entrusted by Taipei City Government, and the head of sub-dist., local resident, the cultural and historical workers for Bopiliao so as to analyze the view of abandoned state t o Bopiliao. Conclusion from the related theory of abandoned space and the domestic and foreign case study and to make a deeper interview and investigation on the current status of Bopiliao, it still proves that Bopiliao is still in abandoned , it may use its abandoned space and its street area to strengthen the local culture and to introduce the local traditional activity and skill demonstration to strengthen the series relation with local culture. The study also suggest the management mechanism of Taipei City Government shall be more and more elastic to add into traditional art performance in East Area of Bopiliao, The West Performance Area also may add into interactive demo works periodically, the performance area in West Area also may strengthen traditional industry and art activities so as to allow the street performers can be induced into the street performance in holiday, and also may actively arrange periodical performance in holiday, and also can be used in the usual day to arrange the exhibition and performance activities of local related industry. |
