| 摘要: | 近年觀察，當前由於許多NPO專業仍有待社會關注與支持，方能發揮其應有之效益，受惠於社會；在各種學習方式上也不斷同步改變中，正當教育數位化發展之際，希望藉由縮短數位落差，提升社區、學校的數位學習能同步發展與社會結合，以提升學習教育多元化，培育更多優秀的各方人才之同時，對於視障與閱讀有障礙者在多元化學習方式中，是否因為某些要素與關係進而促成「有聲書」的發展與推動。本研究將以社團法人台灣數位有聲書推展學會探討的個案，以了解台灣以數位有聲書領域的推動，研究其以「第三者政府」理論進行探討，透過非營利組織的存在，可彌補其他部門的缺失與不足之公共服務。
由於台灣政府在參與國際事務上，仍有不得其門而入之窘境，藉由第三部門之力量彌補與輔助政府之功能參與國際組織，使政府能有更多了解國際最新發展掌握國際進展之脈動。對於企業而言，藉由 DAISY 有聲書製作訓練課程與產/學合作的志工招募與培訓，使更多人投入公共服務，使DAISY有聲書推動因而向外延伸與推廣。
社團法人台灣數位有聲書推展學會的成立，不僅是為視障者與閱讀障礙者開啟新的學習工具之方便大門，也協助解決盲人工作問題，更提供政府瞭解國際最新的發展趨勢，進而促成推動數位有聲書的發展。
According to the observations in recent years , currently due to many NPO professional is still relying on the social concern and support to maximize its benefits to society ; in a variety of learning styles are constantly changing simultaneously, during E-education development of, we hope the e-learning of the school and society can be enhanced and being combined with social development simultaneously by reducing the digital gap, so as to enhance the educational diversity, nurture more outstanding talents at the same time, the diverse learning styles for the visually impaired and dyslexic persons, whether because certain elements and relationships in turn led to the development and promotion of " Talking Books ". This research will explore the case of Taiwan Digital Talking Books Association to understand the promotion of Digital Talking Books realm in Taiwan, and analyze its " third party government" theory, through the presence of non-profit organizations , which can compensate other sectors’ faults for public services.
Because Taiwan government's participation in international affairs is very difficult and embarrassed, by the power of the third sector to assist the government to participate in international organizations , so that the Government can learn more about the latest international developments. For the Enterprise, by the training of DAISY talking books production and the volunteer recruitment and training of industry/school collaboration, to make more people devote into public service, and to make DAISY talking books promotion extend outward a lot.
The establishment of Taiwan Digital Talking Books Association is not only to open the door of new learning tools for visually impaired and dyslexic persons, but also to help solve the blind worker issues, further help the Government understand the latest international trends, and thus contribute to the promotion of the Digital Talking Books. |
