摘要: | 本研究利用「美國勞工部職業與訓練局」(ETA)之積木模型職能架構來探討飛行員所需的職能,並採用德菲法作為研究方法,邀請十位國內民間航空公司機師與訓練人員作為專家小組成員,過程進行三回合之專家問卷,經資料分析使用眾數歸納出專家意見的集中趨勢,以得出各職能層級與職能項目之專家共識,最後得出的民航機師職能模型應具備下列職能項目:
1. 基礎職能
(1)個人效能職能:注重細節、自我控制力、成就動機、誠信與道德、飛行動機
(2)學術職能:閱讀理解、邏輯與推理、歸納能力。
(3)職場職能:團隊合作、抗壓性、適應與彈性、主動學習、溝通、解決複雜問題、判斷和決策。
2. 產業相關職能
(1)整體產業技術職能:遵守程序與安全可靠、交通運輸知識。
(2)產業次領域技術職能:地理知識、航空環境、飛行原理。
3. 職業相關職能
(1)職業特定專業知識領域:飛行專業之英文能力、電腦系統與電子設備知識、機械知識、氣象知識。
(2)職業特定專業技術領域:控制精度、操作與控制技巧。
(3)職業特定資格要求:肢體協調、空間與方向感、多重訊息的反應力、問題的靈敏度。
(4)管理職能:領導力、管理與規劃、監控。
This study utilizes the Block Model of Competencies Analysis from the Department of Labor's Employment and Training Administration (ETA) to explore the needs of Taiwanese pilots’ competencies, and the research method is Delphi method. Additionally, this research invited ten domestic private airline pilots and trainers as panelists to give them examinations for the three rounds of expert questionnaire. After the final data’s analysis made use of Mode to summarize the central tendency of experts’ advices, we could discover the experts’ consensuses from different competencies’ levels and items. Consequently, the results of aviation pilots’ competencies models should have the following items:
Foundational competency
tier1.Personal Effectiveness Competencies:Focus on details, self-control, achievement motivation, integrity and ethics, and the motivation of flight.
tier2.Academic Competencies:Reading comprehension, logics and inferences, and inductive capabilities.
tier3.Workplace Competencies:Teamwork, resistance to stress, adaptation and flexibility, active learning, communication , judgment and decision-making, and solve complex problems.
Industry Related competency
tier4.Industry-Wide Technical Competencies:Obey the procedures, securities, and the knowledge of transportation.
tier5.Industry-Sector Technical Competencies:the knowledge of geographies, aviation environments, and the principles of flight.
Occupation Related competency
tier6.Occupation-Specific Knowledge Competencies:the professional English capabilities of flights, the systems of Computers and the knowledge of electronic facilities, the mechanical knowledge, and the meteorological knowledge.
tier7.Occupation-Specific Technical Competencies:the accuracy of control, operation, and the techniques of control.
tier8.Occupation-Specific Requirements:the coordination of bodies, a sense of space and direction, the reaction of multi-information, and the sensitivity of problems.
tier9.Management Competencies:Leadership, management and planning, and supervision. |
