出國觀光時,簽證是一項重要文件,簽證的開放降低了旅行等待的時間及提高了國人觀光旅遊的意願。本研究以年滿十八歲並持有台灣護照之台灣旅客為研究對象,探討申辦簽證的難易程度對旅遊意願之影響,利用情境式問卷來了解不同的簽證難易程度對國人旅遊意願的影響之關係。本研究亦建立了申辦簽證難易度評估系統,並根據系統的建立結果來設計五種簽證申請手續之難易度情境來進行檢測,其結果顯示每個情境的各問項皆具有顯著差異,各問項皆和旅遊意願有關係,因此簽證手續越容易者,越會提高國人前往該國旅遊的參與意願。
本研究之研究結果可供自助旅行者在出國時一項實務上的資訊及旅行業者在做遊程規劃的參考,亦可讓政府單位在未來與他國接洽簽證事宜時可加速改善簽證申請的手續,提高國人出國之旅遊意願。
Visa is an important formal document when people travel abroad. Open policy for visa application had reduced people's waiting time during the journey and increase people's intention for travelling. By using scenario survey technique this research adopted Taiwanese tourists, who are over 18 years old and hold a passport, to explore the influences of the difficulty for applying a visa on travel intention. Additionally, this study had established an evaluation system on the difficulty level of visa application. Based on the evaluation results of vise application, five scenarios with varied difficulty level on visa application had been designed to explore the influences of the difficulty level of visa application on travel intention. It is found that there are significantly differences in each travel intention related question among these five scenarios. Namely, the easier it is to apply a visa, the higher people have intended to travel to that country.
The results obtained from this study can provide useful information to backpackers when they travel abroad, and to travel agencies for scheduling trips, and to governmental travel authority for negotiating visa application's waiving or simplifying the procedure of visa application.
