推動雲端為政府當前政策,國軍也因應時勢,展現出對雲端導入的決心與努力,現已規劃於國軍系統內導入專屬雲端服務,並據以建構成國軍軍雲。
唯國軍限於軍、民網實體隔離政策,無法直接運用民網雲端服務,因此本研究主要在軍方雲端普及前,透過文獻探討,整理出軍方及企業所關切之24個要素,再針對具推動雲端相關專案經驗之25位軍方專家,實施三輪德菲法(Delphi)專家問卷調查,以找出具有通用性或原則性的關鍵成功要素。
本研究結果除歸納出22項關鍵要素外,並認為「資料備援能滿足作戰任務需求」、「先導型裝備或掌握實務經驗」、「建案預算與後續維持費的管制」、「教育訓練提升使用者資訊素養」、「系統穩定性與存活率」及「資訊人員具系統維護及整合能力」等六項指標,乃軍方專家關注之首要因素;此外,有關各要素在軍方導入雲端服務情境下的內涵與意義,亦進行說明,希望藉此提供軍事單位未來導入雲端服務之參考。
Implementation of cloud computing and cloud services in industries has been regarded as one of key government policies. To respond to this policy, the military also show the determination and efforts in revising and upgrading military information systems based on cloud. However owing to the fact that the nature and settings of military networks differ from that of civilian ones owing to the private, isolated network policy, it is believed that military affairs may also pay different attention in terms of key success factors (KSF) of cloud computing service implementation. However, no current literature provides clear guidelines in this regard. To help bridge this research and practical gap, this study proposes a five-dimensional framework covering 24 KSFs through literature review.
To validate the proposed framework and to identify the key issues, 25 experts on implementation of cloud service in military affairs are invited to participate the three-round survey through Delphi method. Our results show that 22 items can be classified as KSFs for cloud computing service implementation in military affairs. Particularly, the most crucial six issues are: capability of data recovery in supporting needs of combat missions, pilot equipment or mastering practical experience, budget control of project construction and subsequent maintenance, training for improving the information literacy of end users, reliability and survival of information systems, and capability of maintenance and integration of IS staffs.
