Abstract:	Manuel Castells指出，資訊科技革命的出現，經複雜的科技與社會的之間的互動，而使人類社會產生重大的社會變遷。網際網路的興起，是在資本主義重組後的全球化經濟發展的環境下產生的，而中國大陸資訊化網絡發展亦深受其牽引。本文研究目的擬從「資訊社會」理論的觀點以及反思全球化的角度探討中國大陸資訊化網絡發展與資訊社會型塑的相關問題。本文從全球資訊主義的盛行所給中國大陸帶來的影響切入，由中國大陸國家信息化的發展策略、資訊化網絡發展等面向，探討中國大陸面對全球化所無可避免的制度接軌問題以及政治體制上的衝擊。其次，中共在十一五規劃中所提出的「自主創新」的概念，對於中國大陸整體資訊化發展戰略的意函為何？此外，資訊資本主義相對亦蘊含極大的割裂、排除與遺棄之能量，中共在因應資訊全球化的過程中，無可避免地必須嚴肅面對國內外、區域及城鄉間的不平衡與「數位落差」的事實。 Manuel Castells pointed out: the vital change of human society is under the influence of information technology reform with the interaction effect of complicated technology and society. The appearance of internet comes into being in the environment of global economic development after the capitalism restructure itself, which guides the informationalization network development in the mainland. The purpose of the thesis is to explore issues that related to information network development and forming of information society for the mainland on the basis of 「information society」theory and the aspect of reflection of globalization. The thesis begins with the influence of the pervasion of global informationalism to the mainland , and discuss the impact mainland china faces on inevasible institutional accommodation and Political Institution Reform. Issues from the aspects of the National Informatization Development policies, informationalization network development etc. For another thing, since the PRC puts forward the concept of 「independent innovation」in Eleventh Five--Year Plan (2006-2010),what does it mean for the whole information development strategy of the mainland China? Moreover, informational capitalism relatively also implicates the power of separation, exclusion and desertion. Therefore, when PRC is making response to information globalization, it has to face seriously the facts that the development is out of balance between regions, cities and rural areas, foreign countries and home countries as well as the 「digital divide」.
