    Abstract: 新疆自1990年後,發生第一起恐怖攻擊2至2013年為止,已陸續發生300多起社會動亂事 件,且多半為嚴重流血衝突或東突恐怖攻擊行動。時至今日,新疆維族問題,仍不斷躍上新聞頭條。中國大陸總書記習近平更於2014年4月28日針對近日新疆恐怖攻擊事件發表聲明,定調此為境外策劃之恐怖攻擊。從以上各點發現,新疆問題其發生頻率與強度,均遠大於其他相關類似的問題事件,明顯並未如2003年中共中央發表《新疆的歷史與發展》白皮書一書所預期,經由經濟的發展、生活水準的提高,進而緩解東突獨立分子所帶來的的社會矛盾問題。究其發生的原因與背景為何,其形成之原因是國內條件的互動,抑或與國外勢力介入有關,均為本研究欲了解的內容。

    Xinjiang since 1990, the first terrorist attack occurred 2012 to 2014, have been more than 300 incidents of social unrest. Today, Xinjiang Uygur problems still continue leapt headlines. April 28, 2014, China General Secretary Jin-ping Xi, considered terrorist attacks in Xinjiang, is planned by a foreign organization. Can be know Xinjiang issue is very important. And the problem is not solved because of the economic development. Therefore, foreign and domestic conditions or conditions , affect the chance of success of Xinjiang Uygur struggle, is the focus of the study.
