摘要:	台北都會區近20年來快速成長發展，都市隨著時間變遷進行自然的演化，在人口及產業結構的帶動之下，因土地的需求造成各個都市發展出不同的空間型態樣貌，都市的空間發展型態過程若是缺少土地使用的考量，將會造成社會及環境的負擔，形成都市蔓延現象，此種零散、破碎的發展型態將會對都會區的永續發展造成影響及衝擊。而在一都會區空間發展型態變遷過程中，將會對土地使用、交通運輸、公共設施等都市生活需求之層面造成負面的影響，本研究係針對公共設施提出討論，乃因公共設施與都市居民的生活息息相關，為都市中最重要的基礎建設，藉由觀察空間發展型態變遷過程中，各種公共設施之改變是最能清楚地呈現公共設施服務水準是否達到都市居民之生活需求，因此，本研究首要目的即係在確認隨著台北都會區空間發展型態變遷過程，位於台北都會區中之41個行政轄區所發展出不同的空間結構狀況，在趨向蔓延之地區，其零散、低密度的蛙躍式發展，是否會對該地區的公共設施服務水準帶來影響，而在人口集中且密集並趨向緊密之地區，是否該地區之服務水準隨著都市高密度之發展及公共設施的集中設置而提昇，針對各種面向以及不同類型之公共設施服務水準指標在都會區發展型態變遷過程中之改變進行瞭解。綜上所述，故本研究在各階段實證架構之安排，首先回顧空間發展型態變遷之相關文獻，針對空間發展型態對於都市之影響進行說明，並說明趨向蔓延之都市發展型態所造成之衝擊影響，後續則將有關公共設施服務水準之相關文獻進彙整，蒐集可用以衡量公共設施服務水準之因素，進行問卷之設計，藉由修正式德爾菲法，透過專家學者篩選於台北都會區空間發展型態變遷過程中足以代表公共設施服務水準之指標，透過縣市統計年報勾勒出近20年台北都會區公共設施之變化情形，並且使用結構方程模式（SEM）歸納台北都會區空間發展型態變遷過程與公共設施服務水準間之因果關係，推測其變遷緣由，用以作為政府施政上之參考依據。 Taipei metropolitan area nearly 20 years the rapid growth and development, the city changes over time, be a natural evolution, under the spur of the population and industrial structure, demand for land caused by various urban development spatial patterns of different faces, urban space If the lack of consideration of the process of the development patterns of land use, will result in a burden on society and the environment, the formation of urban sprawl phenomenon, this fragmented, broken patterns of development will have an impact and the impact on the sustainable development of the metropolitan area. In a metropolitan area of spatial development patterns change process in land use will adversely affect the level of demand for urban living transportation, public facilities, etc. This study proposed discussions on public facilities, due to public facilities and urban residents living closely linked to the city's most important infrastructure, spatial development patterns by observing the change process, the various changes in public facilities is the most public facilities clearly show whether the service level of urban residents living needs, therefore, the primary purpose of this study confirm that the Department of the Taipei metropolitan area with the spatial development patterns change process, in Taipei metropolitan area of 41 jurisdictions in the development of different structural conditions of space, tend to spread in the region, whose scattered, low-density frog hop development, will affect the service level areas of public facilities, and with focus on high-density urban development and public facilities in the population is concentrated and dense and tends to close in the region, whether in the area of service standards settings to enhance the development of changes in the patterns of change in urban areas for a variety of process-oriented and different types of public facilities, service level indicators to understand. In conclusion, in this study the empirical framework for the subsequent stages, the first review of the relevant literature changes of spatial development patterns for urban spatial development patterns of the impact will be described and explained the spread of urban development patterns tend caused the impact subsequent relevant literature will be compiled into the service level of public facilities to collect the factors used to measure the level of utility services, questionnaire design, by Modified Delphi Method, screened by experts and scholars in the Taipei metropolitan area changes in the process of spatial development patterns sufficient to represent the service level of the index of public facilities, through county Statistics Annual Report outlines the changes in the last 20 years the Taipei metropolitan area public facilities situations, and use structural equation modeling (SEM) summarized the Taipei metropolitan area spatial development pattern state change process causal relationship between the level of public facilities and services, changes presumably the reason for the government as a reference on the policy.
