Abstract:	研究者工作在廣播，每天接獲政府公函要求政令宣導，而規範廣播的《廣播電視法》及其施行細則，立法於戒嚴時期，歷經37年餘；政府在廣播的政令宣導是否適用於今的21世紀，政治民主又資訊透明的網路時代？ 21世紀，傳播科技日新月異，於今數位匯流、多元化的媒體環境，政府在廣播的政令宣導，是否仍合乎時宜？是否有違憲政？是否合乎情理法？本研究透過文獻分析與深度訪談資深廣播人員，研究政治民主自由的21世紀，政府在廣播的政令宣導，是否應有更正確、合法、合理、更合時宜的新判準？ I am an employee of local radio, received almost daily letters asked the government propaganda, they and standardized broadcast "Radio and Television Law" legislation and its enforcement rules in the martial law period, after more than 37 years; govern-ment is government propaganda broadcasts apply to 21 century, political democracy and transparent information on the Internet Age? This study literature and depth interview with industry veteran broadcasters, the study of political democracy and freedom in the 21st century, the government in gov-ernment propaganda broadcasts, whether there should be more correct, lawful, reasona-ble and more timely new criterion?
