| 摘要: | 臺北都會區為臺灣政治、經濟與人口的核心都市，透過各項交通建設的興建，強化臺北市、新北市與鄰近市鎮的互動。然而由於人口遷移與空間變遷等因素，可能衍生出公共設施服務水準不足、交通體系衝擊、街道擁擠及住房供給等負面衝擊。再者，未來國土計畫（草案）通過後，各縣（市）需擬訂直轄市－縣（市）國土計畫，計畫中應具備成長管理策略，屆時，土地使用管制機制將大幅改變，故引發本研究思考此般問題，並以臺北都會區為探討範圍，以多元面向制定都市成長管理策略體系。
首先，本研究透過文獻回顧、美國相關部門研究報告與公部門網站資料蒐集，彙整美國落實成長管理之策略，對於馬里蘭、奧瑞岡及佛羅里達的發展歷程與成長管理背景作介紹，並列出三州最具代表性之成長管理規劃工具及重要執行方案，對於三州之成長管理效益以成長模型與趨勢、監督管理層面、及各州重要的發展效益分項敘述；其次，歸納與整合相關文獻與案例初步擬定臺北都會區成長管理六項發展準則與25項發展策略，透過模糊德爾菲專家問卷，篩選出適合臺北都會區之10項發展策略；最後，藉由網路分析程序專家問卷，評選10項成長管理發展策略及各發展策略之真實重要性權重，並提出臺北都會區成長管理策略計畫方案擬定，期能作為相關主管機關進行未來直轄市－縣（市）國土計畫中成長管理策略擬定時之參考依據。
本研究成長管理準則及發展策略擬定，於落實成長管理理念原則，在「符合永續空間發展，兼具緊密且適居」之目標下，以10項發展策略為依據，據以研擬29項計畫方案，及提出相關配合機關組織整合，俾利於成長管理策略計畫方案具體落實於臺北都會區，作為都會區未來製訂成長管理策略與計畫方案擬定之參考依據。
Taipei metropolitan area as the core of political, economy and the population of Taiwan, through the traffic construction, strengthen the Taipei city, New Taipei City interact with neighboring city. Due to factors such as population migration and space changes, however, may be insufficient public facilities service level, traffic system are derived from the shock, crowded streets and housing and other negative impact. In the future, the Nation Land Law (draft) passed, the city needs to create growth management strategy. At that time, land use will have a big change. By the time, land use control there will be a big change, so the cause of this study was to think about these questions. This study with Taipei metropolitan area as the range, in order to multiple levels to establish growth management strategy.
First, this study literature review, research reports and relevant departments of the United States public sector Web site data collection, collection of the United States to implement growth management strategy, to change strategy system can implement in the Taipei metropolitan area, and the initial establishment of the Taipei metropolitan area growth management strategy system. Secondly, through the Fuzzy Delphi Method expert questionnaires and Analytic Network Process expert questionnaires, selection of growth management strategy and its priority weights. Growth management principles and development strategy, management principles, growing in "conforms to the sustainable development, both close and place to live in the" target, based on the 10 development strategies , 29 plan scheme is put forward, and cooperate with the implementation of local government, facilitate growth management strategy plan scheme concretely, as a metropolitan area in the future to build growth management strategy and plan scheme of reference. |
