自然災難對觀光業的風險,近年來受到觀光管理者相當地重視,而對風險的回應行為更是全球關切的議題。台灣近年來自然災難發生漸趨頻繁,而谷關地區為經常遭受災難威脅的觀光景點之一,這對當地的旅館業者,亦或是遊客來說,皆造成嚴重的衝擊。本研究想了解當地旅館業業者,面對自然災難風險時的知覺與回應行為。本研究使用深度訪談法,以立意抽樣於九五年一月訪談谷關地區十家旅館業者,以觀光產業災難意外事件回應表對業者進行調查。訪談內容從災難經驗了解,業者在自然災難侵襲與威脅之下,其風險知覺的情況,與進而影響業者針對災難所做出的應變。業者的回應行為,依過去災難經驗分從五個時間點(發現前、襲擊前、襲擊當時、短期復原與長期復甦)來做回應,並為未來災難襲擊時應變的準則。研究結果顯示業者對未來災難的風險,半數知覺到仍會固定發生與機率很高。而回應行為方面,業者仍未能提出完善的應變,建議成立谷關災難應變小組,與訂立一套適合谷關的觀光產業災難應變計畫。
The issue of the risks that natural disasters bring to the tourism industry has been given significant attention in the past few years, and how to response to those risks is the center of the issue. In Taiwan, the number of natural disasters is increasing in the past years. Gu-Guan is one of the tourist attractions which are frequently threatened by disas-ters, and this has resulted in significant impact on local hotels and tourists. The study aims to understand the local hoteliers’ perception of disaster risks and their response to the risks. The study conducted in-depth interviews with 10 hoteliers in Gu-Guan in January 2006. The results show that approximately half of the hoteliers’ interviewed perceived that natural disasters, especially flood, would occur frequently in the future. In terms of response, most hoteliers were not well-prepared. The study suggests that a quick-response team should be set up and a standardized response to tourism disaster should be estab-lished locally.
